A, the construction unit of fire safety responsibilities

The construction unit is responsible for the fire safety of the construction site. The construction unit shall perform the following duties:

(1) Formulate and implement the fire safety system and fire safety operation procedures;

(2) Conduct fire safety education and training for construction personnel;

(three) to formulate and implement the fire safety inspection system and the fire hazard rectification system;

(4) Formulate fire prevention and extinguishing systems and measures for the use and storage of inflammable and explosive chemicals;

(5) Configure fire-fighting equipment according to relevant regulations;

(six) to establish and implement the system of regular inspection, repair and maintenance of fire control facilities, equipment and equipment;

(7) Establish fire fighting files.

Second, the construction site fire safety organization

It is an important premise to establish a fire safety organization and clarify the responsibilities and tasks of fire safety management personnel at all levels to ensure fire safety in the construction site.

(1) set up a fire safety leading group to take charge of the fire safety leadership on the construction site.

(2) Set up a fire safety protection group (department) to be responsible for the daily fire safety management of the construction site.

(3) Set up a voluntary fire brigade to be responsible for daily fire safety inspection, fire equipment maintenance and initial fire fighting on the construction site.

(4) The project manager is the person in charge of fire safety on the construction site, and is fully responsible for the fire safety work on the construction site; At the same time, a main leader is determined to be the fire safety manager, who is responsible for the fire safety work on the construction site; Equipped with full-time and part-time fire safety management personnel (fire cadres, fire supervisors), responsible for the daily fire safety management of the construction site.

Three, the construction preparation stage of fire safety management requirements

The construction preparation stage is the initial stage of the construction project, which mainly includes "three links and one leveling", that is, access, water supply, electricity supply, land leveling, and starting to set up yard and build temporary office, accommodation, warehouse and other supporting facilities. At present, the focus of fire safety management is mainly to do basic work, improve infrastructure, and lay a good foundation for effective management.

(1) Formulate a perfect Construction Organization Design, and incorporate the configuration of fire-fighting facilities and fire-fighting technical measures into the Construction Organization Design.

(2) Formulate a detailed and feasible "fire safety protection scheme (measure) on the construction site", including: the general situation of the project and the plan layout; Fire safety leading group, fire brigade, voluntary fire brigade and other fire protection organizations and responsibilities; Fire management requirements for living office area, yard area, construction area, winter construction, rainy season construction, fire control facilities, etc. ; Special fire safety systems such as electric welding, fire fighting and electrical, woodworking, painting and waterproof engineering.

(3) According to the requirements of "Regulations of Beijing Municipality on Fire Safety Management of Building Construction Sites" promulgated and implemented by Beijing Municipal People's Government on February/Kloc-0, 2006, "Construction Organization Design", "Fire Safety Protection Scheme (Measures) of Building Construction Sites" and related technical data should be reported to public security fire control institutions for review, and construction can only be started after passing the review.

Among them, the projects audited by the municipal public security fire control institutions are: national key projects; Public construction projects with a construction area of more than 20,000 square meters; Residential projects with a total construction area of over 654.38+10,000 square meters; Infrastructure investment/kloc-industrial construction projects with an investment of more than 0/100 million yuan. The "Construction Organization Design" and "Construction Site Fire Safety Protection Scheme (Measures)" of the construction project beyond the above scope specified by the municipal public security fire control institution shall be submitted by the construction unit to the district or county public security fire control institution where the construction project is located for review.

(4) Clear fire safety responsibility and carry out fire safety education. Party A, Party B and all subcontractors shall sign the fire safety responsibility book, and the construction unit shall provide all construction personnel with fire protection knowledge popularization education rate of 100%, and the special fire protection education and training rate of welders and other key types of work shall reach 100%.

(5) Strictly implement eight basic fire safety requirements for living and office areas:

(1) combustible buildings or partition walls made of combustible materials shall not be erected;

② Dormitories shall not be set up in construction projects;

(3) The fire truck passage with a width of not less than 3.5m should be set in the living quarters and kept unblocked;

(4) A water supply pipe network and fire hydrants shall be set to meet the requirements of fire fighting water, and sufficient fire fighting equipment shall be provided;

(5) There should be fire prevention measures for smoking in the dormitory, and smoking in bed is not allowed;

⑥ Emergency lighting and evacuation signs should be set up in offices and dormitory areas, and no electric appliances should be used;

⑦ Lighting and electrical facilities shall be installed by electricians according to regulations;

⑧ Ignition shall be started with relevant certificates, the distance from the bed shall not be less than 1.5m, and the smoke window and combustible materials shall not be less than 0.7m Designated persons shall be assigned for supervision, and the ash shall be poured and watered at a fixed point.

(6) Implement 14 basic fire safety requirements in the warehouse area of the material yard:

(1) There is no warehouse in this project, but there is a storage yard and a turnover warehouse.

(2) The fire truck passage with a width of not less than 3.5m should be set in the storage area of the storage yard and kept smooth.

(3) Fire fighting water sources shall be set up according to regulations, and adequate fire fighting equipment and facilities shall be provided.

(4) Install electrical equipment according to "procedures".

⑤ Electric heating appliances shall not be used.

⑥ Open flame shall not be used.

All landowners should be designated persons responsible for fire safety work.

The packaging of materials should meet the requirements of fire safety. The safe distance of stacking in the warehouse should not be less than five distances: the distance between the stack and the roof is 0.5m, the distance between the stack and the lamps is 0.5m, the distance between the stack and the wall is 0.5m, the distance between the stack and the stack is 1m, and the distance between the stack and the column is 0.1m.. .

Pet-name ruby management room shall not be located in the library.

Attending explosion-proof drying measures should be taken in summer.

(1 1) Rainproof and lightning protection measures should be taken in rainy season.

(12) The warehouse shall ensure the ventilation, cooling and pressure relief area.

(13) Prevent electrostatic hazards.

(14) Articles with conflicting chemical properties shall not be mixed.
