First, take strengthening education as the guidance, and actively explore the "safety dike" to prevent the risk of clean government.

The factory pays close attention to the education around the center and strives to improve the awareness of honesty and self-discipline of cadres and workers.

Enhance the vitality of concept education. Facing young enterprises and teams, the factory has made great efforts to strengthen the construction of clean cultural base, cultivate clean concepts, carefully refine the core concept of cleanliness with unique enterprise characteristics-"Cleanliness first, warning later", and strive to create a cultural atmosphere of "being proud of cleanliness, taking cleanliness as beauty and taking cleanliness as pleasure" throughout the work practice. Through meetings, seminars, networks, special investigations, messages on clean government, public opinion guidance, etc., we will vigorously publicize the core values of enterprises and the concept of clean government culture, and put forward the requirements of "internalizing the concept education in the heart, externalizing it in the form and solidifying it in the system". According to the working idea of continuous improvement and comprehensive coverage, the concept promotion education model with the characteristics of Xinjiang Huadian enterprise has basically been formed, and a new breakthrough in the clean education model has been realized.

Practice of strengthening risk prevention and control. Insist on taking important departments, key posts and key links as "joints" and "breakthrough points" in the prevention and control of integrity risks, search integrity risks in a three-dimensional way, sort out 243 risk points with * * * in business, government affairs and party affairs, put forward prevention and control measures for risk prevention and control in a targeted manner, and make great efforts to formulate "protective dams" and measures for risks, forming a post-oriented and procedural route.

Give full play to the infiltration function of cultural guidance. The factory innovatively launched the "Education Month" activity focusing on the "four advances" of clean culture (into enterprises, departments, posts and teams). By collecting honest thoughts, recommending honest books, sending honest short messages, analyzing and pre-controlling honest dangerous points, visiting prisons and red education bases, opening online learning and education platforms, opening anti-corruption web pages, reading books, etc., the honest consciousness of cadres and workers in the factory has been improved.

Two, strengthen the system guarantee, and solidly promote the construction of a "safety net" to prevent the risk of clean government.

While carrying out system construction, the factory pays attention to the effective integration of anti-corruption risk prevention and enterprise management, and incorporates the requirements of anti-corruption risk prevention into various management systems, which runs through all levels of production and operation management.

Establish a system management mechanism. First, introduce process management into risk prevention management, and form a clean and efficient management mechanism by optimizing business processes and innovating mechanisms and systems to prevent and resolve risks from the source. Second, adhere to the openness of party affairs and government affairs, continuously enhance the transparency of work, firmly establish the concept of service, manage in service, embody service in management, and strengthen management in service. The third is to improve the target evaluation system. Adhere to the combination of quantitative and qualitative, and increase the participation of all cadres and democratic supervision in the implementation process.

Establish internal control and restraint mechanism. On the basis of striving to establish a five-star power generation enterprise of the group company, the Commission for Discipline Inspection of this factory has successively revised and improved five basic anti-corruption systems and standards, such as the Measures for Implementing the Responsibility System for Building a Clean and Honest Party Style, the Measures for Implementing the Three Major Systems, the Measures for Implementing the Three Talk Systems, and the Registration Management System for Gifts and Gifts, and urged and guided all departments to improve and perfect the standards for material management and bidding management.

Establish a risk prevention mechanism. The first is standardized management. All issues involving the immediate interests of employees are made public by the factory, which fully guarantees the employees' right to know and participate, and cooperates with departments and teams to prevent risks. The second is extensive participation. Accept supervision by setting up report telephones, suggestion boxes, report boxes, hiring supervisors and other measures. According to the process of "comparing posts-combing power-identifying risks", it will be implemented at all levels, with everyone participating, and the participation of the masses will be enhanced. The third is regular spot checks. Organize relevant department personnel to conduct joint inspection on daily work such as material procurement, project bidding, coal management, etc. every month to ensure that all work is carried out in accordance with standard procedures. The fourth is grading evaluation. According to the probability of risk occurrence or the severity of harm, the risk points of clean government are divided into three levels: general, key and special concern, and marked with yellow, orange and red. The fifth is supervision and prevention. According to the different levels of risk content and power operation, hierarchical monitoring and hierarchical responsibility shall be implemented to ensure where power runs, where risk prevention measures are followed up, and where education, system and supervision are implemented.

Third, focus on strengthening supervision and carefully weave a "firewall" to prevent the risk of clean government.

While doing a good job in building a clean and honest government, we should actively use modern information technology and other means to continuously improve the scientific and technological content of risk prevention and control of clean and honest government, so that the risk prevention mechanism of clean and honest government can truly become a "protective umbrella" for cadres in party member and a "firewall" for cadres in party member to stay away from corruption.

First, further improve the internal supervision and restriction mechanism. Constantly broaden the scope of discipline inspection and supervision, strengthen the supervision and restriction mechanism for leading cadres at all levels, especially the "top leaders" and important positions and key personnel with business disposal rights, carry out regular education on popularizing the law and preventing duty crimes, and continuously enhance the awareness of honesty and self-discipline of all staff. Regularly carry out special inspections on the prevention and management of integrity risks, promote the implementation of various systems such as supervision and inspection, assessment, correction and rectification, and accountability, and maximize its proactive prevention function. The fourth is to further improve the regulatory accountability mechanism. Establish a sound accountability system to enhance the effectiveness of supervision. According to the idea of combining daily evaluation with regular evaluation, target evaluation with process evaluation, we will actively explore the assessment system of clean government risk.

In the construction of risk prevention and control mechanism, the factory insists on being pragmatic and people-oriented. Through education, system and supervision, cadres' awareness of risk prevention has been obviously enhanced, which has effectively promoted the work of enterprise center and provided political guarantee for the leap-forward development of enterprises.
