Notice on Lifting the Regional Temporary Blockade Management

Since 14:00 on April 25 Since the launch of the region-wide temporary lockdown management, Xushui District has conducted three rounds of nucleic acid tests for all employees, and the results were all negative. According to the arrangements of the Municipal Epidemic Prevention and Control Leading Group, starting from 0:00 on April 29, the temporary blockade and control measures in the entire region will be lifted and adjusted to regional control, and the control measures of "controlling large traffic and orderly relaxing regional small traffic" will be implemented. Restore normalized epidemic prevention and control, and gradually and orderly restore normal production and living order. The relevant matters are now announced as follows:

1. The entire district implements normalized epidemic prevention and control management. After the whole-region lockdown is lifted, nucleic acid testing for all employees will no longer be organized except for regular nucleic acid testing for key groups. Residents from outside the district should not come to Xu unless necessary, and local residents should not leave Xu unless necessary. Strictly implement the epidemic control measures for people coming and returning from different risk areas. All people returning to Xu from outside the area must report to the jurisdiction, their unit or the inviting unit in advance, and hold a 48-hour nucleic acid negative certificate within 24 hours after arriving in Xushui. Conduct another nucleic acid test. In special circumstances, if you really need to leave Xushui, you can present a personnel pass, vehicle pass, or relevant certificates from the township or village where you are located, and each inspection station will allow you to leave.

2. Continue to control external traffic. Traffic checkpoints set up in the Xushui area and at highway entrances and exits strictly implement inspection and control. Freight vehicles entering and leaving Xu shall comply with Orders No. 1 and 2 of the Xushui District Epidemic Prevention and Control Emergency Headquarters, Baoding City.

3. Open traffic in the area in an orderly manner. There is an orderly flow of people within the district, and villages, communities, government agencies, enterprises and institutions that implement normalized epidemic prevention and control management will continue to maintain only one entrance and exit, and strictly implement prevention and control measures such as code scanning, temperature measurement, registration, and wearing masks. All external public transportation in the region has been suspended, and public transportation operations within the region have been resumed.

4. Restore production and living order in an orderly manner. On the basis of strictly implementing various prevention and control measures, various industries have resumed work, production, business, and markets in an orderly manner, and comprehensively carried out environmental sanitation cleaning and disinfection. For enterprises in different industrial and supply chains, "one enterprise, one policy" and "one industry, one policy" will be implemented to ensure the normal production and operation of enterprises.

5. Continue to strictly control gatherings of people. All tourist attractions, cinemas, game halls, Internet cafes, KTVs, chess and card rooms, libraries, gyms, bathing, foot massage, beauty care and other public entertainment, leisure and cultural and sports activities venues in the region will continue to be closed temporarily. Various offline training institutions will continue to be closed temporarily. Religious activity venues continue to be temporarily closed to the public. It is prohibited to hold various gathering activities such as celebrations, exhibitions and promotions, large gatherings, etc. Rural markets and temple fairs across the region continue to be temporarily closed. Adhere to postponement of happy events and simple arrangements for funerals, and strictly implement the reporting system for weddings and funerals, with strict control at the township and village levels. Any units or individuals that organize or host gathering activities privately and cause the risk of epidemic import, spread, or transmission will be severely dealt with in accordance with laws and regulations once verified.

6. Medical institutions at all levels should fully implement the normalized pre-examination, triage and first-diagnosis responsibility system, and strengthen the implementation of various hospital infection prevention and control measures. Drug purchasers in various pharmacies must purchase daily medicines with a negative nucleic acid test certificate within 48 hours, and the sale of "one withdrawal, two anti-cough" drugs is strictly managed. All types of schools are resuming classes in an orderly manner in accordance with Baoding City’s unified arrangements.
