Regulations of the Beijing Municipal People's Government on the Management of Snow and Ice Removal

Article 1: In order to ensure the safety of vehicles and pedestrians after snowfall and the cleanliness of the city environment, these regulations are formulated in accordance with the "Beijing Urban Appearance and Environmental Sanitation Regulations". Article 2 The Snow and Ice Removal Office of the Municipal People's Government is located in the Municipal Environmental Sanitation Administration Bureau and is responsible for the organization and implementation of these regulations.

The district and county people's government snow and ice removal headquarters are responsible for the organization, supervision and inspection of snow and ice removal work within their respective administrative regions. Article 3 Agencies, groups, schools, military units, enterprises and institutions, and individual industrial and commercial households (hereinafter referred to as responsible units) must follow the instructions of the local street office or township or town people's government on the city roads (including roadways, sidewalks, etc.) under their jurisdiction. (Pedestrian overpasses, squares, etc.) shall be responsible for clearing snow and ice, and shall sign a responsibility letter, which shall be supervised and implemented by the sub-district office, township and town people's governments.

In residential areas (including streets, alleys, etc.) in residential areas, the sub-district office and the township and town people’s governments will organize residents to clear snow and ice. Article 4: After snowfall, each responsible unit should bring its own tools to clear the snow and shovel ice according to the assigned responsibility area. If it snows during the day, it should be cleaned at any time; if it snows at night, it should be cleaned before 10 a.m. The cleared ice and snow should be neatly stacked in a sunny place that does not hinder traffic to ensure the safe passage of vehicles and pedestrians in the responsible area. Article 5: After snowfall, the environmental sanitation professional team shall sprinkle salt water on the main urban roads and overpasses designated by the Municipal People's Government to dissolve the snow, and assist the responsible units in clearing snow and ice.

Ice and snow that have been sprinkled with salt water must not be piled in tree pits or green spaces. Article 6 Anyone who violates these regulations and fails to clean up the ice and snow in the responsible area or fails to clean it up within the specified time shall be cleaned up by the city appearance and environmental sanitation supervision organization within a time limit. Depending on the seriousness of the case, the responsible unit shall be fined 500 yuan to 1,000 yuan. The person in charge of the responsible unit shall be fined 50 yuan. Article 7: The Municipal Environmental Sanitation Administration Bureau is responsible for the interpretation of specific issues in the implementation of these regulations. Article 8 These regulations shall come into effect on the date of promulgation.
