Usually not. I suggest you have a look.

This function is called "led flashing reminder" and can be turned off in the following ways:

1) Open the phone and enter the setting interface;

2) Enter the general interface, and then enter the auxiliary function interface;

3) In the auxiliary function interface, there is an "LED flashing reminder" in the auditory list, just close it.
