2. Intensify publicity and education, and improve teachers and students' awareness and preventive ability against lightning damage. Each campus should combine the publicity and education of lightning protection knowledge with other safety education on campus, strengthen the education of lightning protection safety knowledge for teachers and students in various forms, angles and levels, carry out emergency plan drills, hold lectures on lightning protection knowledge, carry out lightning protection knowledge consultation, and master various preventive methods in case of lightning emergencies. Comprehensively improve the legal lightning protection, scientific lightning protection, active lightning protection awareness and self-help and self-protection ability of teachers and students. All campuses should strengthen the training of campus lightning protection staff and strive to improve campus lightning protection ability.

3, do a good job of lightning protection safety inspection.

(1) Install lightning protection facilities as required, formulate inspection and maintenance system for lightning protection devices, and arrange personnel with lightning protection and electrical knowledge to be responsible for daily inspection and maintenance. Before and after the thunderstorm season, the inspection should be strengthened to eliminate the fault of lightning protection device in time.

(2) Consciously accept the detection service of lightning protection center of meteorological department and obtain the detection certificate of lightning protection device in Shaanxi Province. A new building shall have a test report issued by the lightning protection device testing institution.

(3) Regularly check the circuit and fence of the campus school building, and rectify the hidden dangers in time to ensure the safety of the campus school building when lightning strikes.

(4) For libraries, classrooms, computer rooms, laboratories and other departments and offices on campus, regular inspections and protection should be done, with special attention paid to the safe storage of chemicals and lightning protection.

(5) Establish a ledger of lightning hidden dangers, dismantle all unsafe facilities and take effective measures to eliminate hidden dangers.

Third, emergency measures.

For major lightning accidents, the campus should report the time, place, causes, consequences and measures taken to the safety emergency leading group of the District Education Bureau and the safety and stability management office of the District Education Bureau as soon as possible after the accident. The campus duty telephone and the school (park) director's mobile phone are opened 24 hours a day, effectively sending out information and reporting information.

6, to participate in emergency rescue personnel, under the unified command of the accident emergency leading group to carry out rescue, shall not delay, prevarication, effective measures should be taken to reduce accident losses, to prevent the spread of accidents.

Fourth, matters needing attention

1. After the accident, it is necessary to consider in advance whether power, gas and water should be cut off during the disaster relief process to avoid secondary disasters.

3, when a lightning fire, start the corresponding fire emergency plan.

4. Implement the accountability system. For those who fail to perform safety duties according to law, violate safety regulations or disobey orders and arrangements in the emergency process, resulting in serious consequences, the campus shall give administrative disciplinary sanctions or other sanctions to those responsible in accordance with relevant regulations. Accidents that have adverse effects due to dereliction of duty or management out of control shall be punished by the relevant administrative departments and public security organs according to law.
