Article 2 The means of production of industrial products as mentioned in these Measures (hereinafter referred to as means of production) refers to industrial products and materials other than raw materials, materials, fuels and mechanical and electrical equipment. , by the state planning, commercial departments and agricultural means of production management. Article 3 All units and individuals who purchase, sell, associate, adjust, cooperate, adjust and develop the means of production within the administrative area of this Municipality must abide by these measures. Article 4 Trade in means of production shall be conducted under the control of the state, under the leadership and in an organized manner. Market transactions should be open, negotiable, standardized and legal.

The establishment of the means of production market must adhere to the principle of separation of managers and operators. Fifth Municipal Bureau of Materials is the administrative department of the Municipal People's Government in charge of the production materials market, and is responsible for implementing the laws, regulations, rules and policies related to the production materials market; Planning the market layout of means of production; Examining and approving the business qualifications and business scope of logistics enterprises; Manage the trading activities in the production materials market; Organize and mobilize materials to cooperate.

County (city) people's government materials management department is responsible for the management of the county (city) production materials market.

Industry and commerce, taxation, price, planning and other departments should closely cooperate with the material management department to do a good job in the management of the production materials market. Chapter II Business Qualifications Article 6 A material management enterprise of the material management department, a material supply institution of the competent industrial department and a sales institution of an industrial enterprise owned by the whole people that meets the following conditions may apply for establishing a wholesale enterprise of means of production:

(2) The registered capital reaches the amount stipulated by the state;

(3) Having professionals who are familiar with commodity knowledge;

(4) Having corresponding storage facilities or warehouses;

(5) Having a stable source of means of production;

(6) There are specific management regulations. Article 7 Material management enterprises, material supply institutions of industrial departments, sales institutions of industrial enterprises, commercial enterprises and supply and marketing cooperatives in the material management departments below the county level may apply for the establishment of retail enterprises of means of production if they meet the following conditions:

(1) has certain business premises;

(2) The registered capital reaches the amount stipulated by the state;

(3) Having professionals who are familiar with commodity knowledge;

(4) Having a clear business scope;

(5) Have a stable source of production materials. Article 8 To apply for the establishment of a wholesale or retail enterprise of means of production, an application must be submitted to the material management department with the approval document of the competent department, and a business license must be obtained from the administrative department for industry and commerce after examination and approval. Article 9 The enterprises operated by the materials management department shall, according to their respective business scope, mainly provide various means of production for the production and construction units and retail enterprises, and be responsible for the local market regulation and foreign material cooperation.

The material supply institutions of the competent industrial departments are limited to wholesale or retail products produced by enterprises in this system and supply raw materials to enterprises in this system.

Sales organizations of industrial enterprises owned by the whole people may wholesale or retail products produced by the enterprises.

The types of commercial enterprises are limited to the cross-operation of material enterprises and commercial enterprises.

Supply and marketing cooperatives below the county level are limited to supplying means of production to rural areas below the county level.

Collective enterprises are limited to general means of production and may not operate important means of production. Chapter III Purchase and Sale of Production Enterprises Article 10 A production enterprise must sell its production materials according to varieties and specifications after completing the mandatory planning tasks of the state, province and city on a quarterly basis. Eleventh production enterprises to carry out compensation trade with the exclusive varieties stipulated by the state must be audited by the competent department and approved by the material management department. Without approval, no transaction or agreement may be made. Article 12 If a production enterprise cooperates, exchanges and adjusts materials with the means of production sold by itself according to the needs of production, it must do so in the means of production market (except attending national and provincial conferences on material cooperation and trade), or entrust a material management enterprise to sell them on a commission basis. Thirteenth production enterprises overstocked and overstocked general means of production, fuel and idle equipment can be leased, transferred, adjusted and sold.

The lease, transfer, adjustment and sale of important means of production shall be audited by the competent department and approved by the material management department;

If the equipment managed by the superior needs to be rented, transferred, adjusted or sold, it must be approved by the competent department and the financial department, and must be traded in the means of production market. Article 14 When the important means of production in the inventory of closed enterprises and postponed projects need to be sold, the competent department may be responsible for entering the market of means of production for sale or entrusting material management enterprises to sell them on a commission basis. Fifteenth production enterprises can buy and sell the following means of production without entering the market of means of production:

(1) The supplier and the buyer sign a special equipment agreement;

(two) approved by the state to raise funds for shares;

(3) Unplanned export approved by the state. Chapter IV Purchase and Sale of Material Management Enterprises Article 16 Material Management Enterprises must organize purchase and sale in strict accordance with the division of labor determined by the material management department and the business scope determined by the business license, and shall not operate beyond the scope.
