Article 14 of the new version of the Regulations on Letters and Visits clearly stipulates that petitioners may lodge letters and visits with the relevant administrative organs in view of or against the duties of five types of organizations and their staff (members). These five types of organizations and their staff (members) mainly refer to state administrative organs at all levels and their staff, organizations authorized by law to manage public affairs and their staff, enterprises and institutions providing public services and their staff:

(1) Administrative organs and their staff, that is, people's governments at all levels, their subordinate departments and their staff.

(2) organizations and their staff authorized by laws and regulations to manage public affairs. The "regulations" here refer to administrative regulations formulated by the State Council and local regulations formulated by local people's congresses and their standing committees with legislative power. "Organizations authorized by laws and regulations to manage public affairs" refers to non-administrative organs authorized by laws, administrative regulations and local regulations to manage public affairs, mainly some institutions.

(3) Enterprises, institutions and their staff who provide public services.

(4) Persons appointed or dispatched by state administrative organs in social organizations or other enterprises and institutions. Workers, young women, etc.

(5) Villagers' committees, residents' committees and their members. For complaints that should be resolved through legal channels such as litigation, arbitration and administrative reconsideration according to law, the complainant shall submit them to the relevant authorities in accordance with the procedures prescribed by relevant laws and administrative regulations.
