Article 3 Basic requirements for returned overseas students (1) The academic degree obtained by returned overseas students shall meet one of the following conditions: 1. If the highest degree is a master's degree, the bachelor's degree abroad is not subject to the above restrictions, and the accumulated study time abroad at the master's stage is generally not less than half a year (excluding the forms of cooperative education and credit transfer for unplanned enrollment in China). After being admitted to a foreign university, if you have studied in a domestic campus or branch school, the accumulated study time abroad and the credits obtained are generally not less than 5% of the total study time and total credits; After being admitted to a foreign university, if you use the summer vacation to get credits through non-academic education in China, the accumulated credits obtained abroad are generally not less than 8% of the total credits. The list of "double-first-class" universities in China is subject to the list published by the state. Overseas students should come to this city and continue to work in this city within 2 years after returning to China, sign labor or employment contracts with relevant employers in this city according to law, and pay social insurance premiums and personal income tax in this city according to regulations (except those meeting the conditions in the first paragraph of Article 4 below). 2. (3) Persons in charge and core members of the team who have patents, scientific research achievements and proprietary technologies to set up overseas students' enterprises in this city (generally no more than 3 persons in total), the enterprise operates normally, employs at least one employee (excluding the person in charge of the enterprise), and can apply for settlement after paying social insurance premiums in accordance with regulations for 6 months. The registered capital of the enterprise is not less than 5, yuan (paid-in), and the person in charge of the enterprise for overseas students is the largest shareholder (excluding share transfer and later capital injection), and the individual shares are generally not less than 3%.
Article 5 Applicants who have returned from studying abroad to apply for permanent residence in Shanghai must apply by their units.

Article 8 The spouses of returned overseas students whose family members meet the requirements of settling down (they must be married before the overseas students return to China, and their age is more than 5 years away from the legal retirement age) and their children aged 16 and below or above who are studying in ordinary high schools belong to the scope of follow-up. If the applicant's spouse needs to move with him, it should be submitted together with the applicant's application; If the spouse has not returned to China yet, he/she shall provide a valid identity document, and then apply for completing the settlement formalities after returning to China. If the applicant's children need to move with them, if the children are born in China, they must be submitted together after they have registered their birth in their original domicile. If the child is born abroad, it should be submitted together with the applicant's application; If you haven't returned to China yet, you should provide valid identity documents, and then apply for completing the settlement procedures after returning to China.
Article 9 Materials to be submitted by family members when they move with them (1) Household register of spouses and children, ID card, address materials for settlement in Shanghai, children's birth certificate, China passport or travel permit and visa, entry and exit records; Children over the age of 16 who are studying in ordinary high schools need to move with them, and provide school registration materials. (2) A copy of the spouse's personnel file verification form and related materials provided by the file storage unit in Shanghai. If the spouse used to have a work unit in other provinces and cities before coming to this city, provide the materials that the original work unit agreed to transfer or have left. article 11 other detailed rules for implementation shall come into force as of December 1, 22 and shall be valid until November 3, 225. Matters not covered in these Detailed Rules shall be interpreted by Shanghai Human Resources and Social Security Bureau in conjunction with relevant departments. The original Detailed Rules for the Implementation of Overseas Students' Application for Permanent Residence in Shanghai (No.49 [215] of Shanghai People's Society) shall be abolished at the same time.
