Article 11 The Red Cross Society shall perform the following duties:

(a) to carry out rescue and relief work, the establishment of the Red Cross emergency rescue system. Providing emergency and humanitarian assistance to the wounded and other victims in emergencies such as war, armed conflict, natural disasters, accidents and public health incidents;

(nine) to assist the people's government to carry out other humanitarian service activities related to its duties.
