The government has established and improved the school personal injury liability insurance and the student personal accident insurance system. The school liability insurance for students' personal injury and the accidental injury insurance for students' personal injury are organized by the government centralized procurement agency for bidding and procurement.

Student guardians can voluntarily participate in the student personal accident insurance, and the insurance expenses shall be shared by the Financial Education Development Fund and the student guardians according to the ratio of 1: 1: 1. The education administrative department shall take the lead in organizing relevant administrative departments to formulate school safety publicity programs.

The city's radio, television, newspapers, government websites and other media should carry out publicity on school safety knowledge at the beginning of each semester, and broadcast or publish public service advertisements on school safety. The municipal and district governments shall take modern scientific and technological preventive measures and establish electronic safety prevention facilities directly connected with schools and police stations.

The school registered safety officer shall perform the following duties:

(seven) organize relevant school staff to participate in safety knowledge training;

(eight) to assist the principal in handling other school safety accidents according to law. Schools should be equipped with full-time or part-time safety management personnel according to the needs of safety management, and safety management personnel should perform school safety management duties under the leadership of the school registered safety director.

Schools should be equipped with safety management personnel to undertake the safety maintenance, lunch break service and safety management of students in all boarding schools during non-education and teaching. Schools run by the government can employ safety management personnel by purchasing services from the society. The proportion of safety management personnel shall be formulated separately by the municipal education administrative department in conjunction with the municipal financial administrative department and the municipal organization department, and shall be implemented after being reported to the municipal government for approval. School safety knowledge should be included in teachers' continuing education; Pre-job training for new teachers and new class teachers should include school safety knowledge. School health professional and technical personnel, equipment and facilities maintenance personnel, school bus drivers, canteen staff and other special post personnel shall participate in training according to law and hold relevant certificates. The location of newly-built schools shall comply with the relevant provisions of the Regulations.

In accordance with the provisions of the state, for school construction projects that need to be approved or approved by the relevant administrative departments, the planning and land administrative departments shall solicit the opinions of the education administrative departments or the corresponding administrative departments before issuing site selection opinions or formulating planning conditions as an integral part of the contract for the assignment of the right to use state-owned land. The legitimate and reasonable opinions of the administrative department of education or the corresponding administrative department shall be adopted by the administrative department of planning and land. School buildings and venues do not meet the safety standards or norms, should immediately stop using, set up eye-catching safety warning signs or safety fences, and timely rectification.

For the hidden dangers of buildings and sites that are difficult to judge, the school shall entrust a building quality appraisal institution to conduct appraisal. If there are hidden dangers after identification, measures shall be taken and reported to the administrative department.

After the completion of the school building and site maintenance, it shall be accepted in accordance with the relevant provisions of the Regulations, and can only be used after passing the acceptance. Schools should organize fire safety and quality and safety inspections of school facilities and equipment before the start of each semester, and timely rectify potential safety hazards.

Public security fire control institutions shall include schools as key units of fire safety and guide the daily management of fire safety in schools. The traffic administrative department shall assist schools in traffic safety planning of school roads, and set up standardized school road traffic signs, road traffic markings and motor vehicle parking signs.

In the event of a school traffic accident, the school shall report to the public security traffic management department, the education administrative department or the corresponding administrative department, and the public security traffic management department shall deal with it in time.

Students are forbidden to drive motor vehicles, electric bicycles and use pulleys and skateboards at school. Schools should set up safety signs, emergency lighting equipment and marking lines in the teaching area and living area to distinguish between the stairs on each floor and the stairwells of multi-storey buildings.

Schools should ensure the normal use of lighting facilities and lamps in school teaching and living areas. If lighting facilities and lamps are found to be damaged, they should be repaired and replaced immediately. The school canteen shall obtain the catering service license, and the market supervision administrative department shall supervise and inspect the health and safety of the school canteen according to the health and safety situation.

The food business premises in the school shall obtain the food circulation license or the corresponding business license, and shall not operate without a license, license or beyond the scope. The market supervision and management department shall, according to the safety situation of the school, supervise and inspect the hygiene and operation of the school premises every year.

Off-campus catering units shall abide by the "Measures for the Administration of Off-campus Catering in Primary and Secondary Schools in Shenzhen" to ensure the food safety of students and assume the responsibility for food safety. Boarding schools and schools with boarding students shall establish a post responsibility system for student dormitory management, implement a system of 24-hour duty, roll call and night patrol for student dormitory management personnel, and keep the fire escape unblocked.

Schools should formulate school bus management system in accordance with the Interim Measures for the Administration of School Bus Traffic Safety in Shenzhen, clarify the responsibilities of drivers and passengers, and standardize students' riding behavior.

The public security traffic management department shall promptly notify the education administrative department of the illegal situation of the school bus, and the education administrative department shall deal with the relevant responsible persons according to law.
