Starting from October 1 this year, enterprises and farmer cooperatives registered with the industrial and commercial departments will manage their social insurance registration certificates in accordance with the "five certificates in one, one license and one code" registration system. When applying for industrial and commercial registration, the company's social insurance registration must be completed simultaneously.

The Ministry of Human Resources and Social Security pointed out that all localities have promptly established corporate social insurance registration business processes suitable for the "five certificates in one, one license and one code" registration system to provide enterprises with more convenient and faster registration services. When a newly established enterprise applies for industrial and commercial registration, it must simultaneously complete the enterprise's social insurance registration. Before the reform of the "five certificates in one" system, enterprises were required to provide bank account numbers and other indicators when registering for social insurance. After the reform, enterprises were required to provide them when registering for social insurance for their employees.

It is reported that after an enterprise handles the "Five Certificates in One" registration, the social insurance agency will receive the data exchanged by the industrial and commercial departments in a timely manner, generate the enterprise's "Social Insurance Registration Form", and archive it in accordance with regulations. The Ministry of Human Resources and Social Security emphasized that after simplifying the application process for enterprise social security registration certificates and canceling the regular verification and renewal requirements for social security registration certificates, social security agencies must continue to declare and verify the annual payment base. When the original social insurance registration certificate is regularly verified, the number of people participating in social insurance, total wages paid, amount of contributions, unpaid social insurance premiums, etc. that the enterprise must report shall be included in the enterprise's annual report, and the enterprise shall report to the industrial and commercial department on its own and make it public to the public.

At the same time, after receiving the social insurance registration information of enterprises shared by the industrial and commercial departments, social insurance agencies must remind and urge companies that have applied for the "Five Certificates" through open letters, announcements, text messages, etc. Enterprises with a "Heyi" business license must promptly go to the social insurance agency to handle insurance registration procedures for employees within 30 days after hiring. If the employee insurance registration procedures are still not completed within the time limit, the handling agency shall request the relevant departments to require the employer to fulfill its employee insurance payment obligations in accordance with the law.
