If the salary card has been frozen, it cannot be frozen again or applied for compulsory execution.

The people's court shall freeze the salary card of the person subjected to execution for one year and may continue to freeze it upon the application of the applicant.

According to Article 487 of the Interpretation of the Supreme People's Court on the Application of the Civil Procedure Law of People's Republic of China (PRC) (Fa Shi [2015] No.5), the time limit for the people's court to freeze the salary card of the person subjected to execution shall not exceed one year. However, if the person subjected to execution applies for an extension, the people's court shall go through the formalities of sealing up, distraining and freezing before the expiration of the time limit. The people's court may also handle the formalities of continued sealing up, seizure and freezing ex officio.

In other words, as long as the obligations specified in the legal documents of the person subjected to execution have not been fulfilled, the people's court may freeze them according to the application of the applicant.
