Qingyang CDC was established in June 2002, formerly known as Qingyang District Health and Epidemic Prevention Station. The center is affiliated to Qingyang Municipal Health and Wellness Committee, and it is a professional public health institution for the government to implement health and disease prevention functions. It undertakes seven functions: disease prevention and control, public health emergencies disposal, network reporting, health education, monitoring, inspection and evaluation, business technology and guidance.

Qingyang, called "Longdong" in ancient times, is a prefecture-level city under the jurisdiction of Gansu Province, the base of petroleum and natural gas chemical industry in Gansu Province and the main producing area of Changqing Oilfield. As of July 2020, it has jurisdiction over 7 counties in 1 district. Qingyang is located in the west of China, in the east of Gansu Province, and adjacent to Yijun, Huangling, Fuxian, Ganquan and Zhidan counties in Shaanxi Province in the east. It borders Dingbian, Wuqi, Zhidan County of Shaanxi Province and Yanchi County of Ningxia Hui Autonomous Region in the north.

It borders Yuanzhou District, Pengyang County and Tongxin County of Guyuan City, Ningxia Hui Autonomous Region in the west; It is connected with Jingchuan County in Gansu Province and Binzhou City, Changwu County and Xunyi County in Shaanxi Province in the south. The total area is 27 1 19 square kilometers. Known as the "Red Holy Land, the hometown of Huang Qi, the source of farming and the capital of new energy", it is also known as the "granary of Longdong".

Qingyang City is the hometown of "pterosaur around the Yangtze River" and "Ancient Elephant of the Yellow River", the land of "the first paleolithic" in China, one of the birthplaces of early farming civilization in China, the birthplace of traditional Chinese medicine culture, the birthplace of Qibo, the originator of traditional Chinese medicine, and the birthplace of Gansu old revolutionary base area and Changqing Oilfield.
