What conditions do mainlanders need to settle in Hong Kong?

Mainland residents who need to settle in Hong Kong and Macao under any of the following circumstances may apply for a pass to and from Hong Kong and Macao:

1. Mainland spouses of persons who have settled in Hong Kong or Macao and their accompanying children under the age of 18 need to go to Hong Kong or Macao to reunite with their families.

2. Children of China nationality born to China citizens among Hong Kong and Macao residents in the Mainland, one or both parents have obtained permanent resident status in Hong Kong or Macao according to law at the time of birth and need to settle in Hong Kong or Macao.

Application procedures for mainlanders to immigrate to Macao

1. Submit the Application Form for Mainland Residents to Settle in Hong Kong or Macao, and the Children of Hong Kong and Macao Permanent Residents submit the Application Form for China Children Born in the Mainland of Hong Kong and Macao Permanent Residents to Settle in Hong Kong and Macao.

2. Submit photos of the applicant and relevant personnel from Hong Kong and Macao that meet the standards of the Guidelines for Photographing Entry and Exit Documents, and children of Hong Kong and Macao permanent residents should also submit photos of their mainland parents that meet the standards of the Guidelines for Photographing Entry and Exit Documents.

3. Children of Hong Kong and Macao permanent residents should also submit their parents' original household registration book and ID card in the Mainland, and submit a copy.

5. State functionaries (including those who are engaged in public service in state organs, those who are engaged in public service in state-owned companies, enterprises, institutions and social organizations, and other persons who are engaged in public service according to law) shall, according to their personnel management authority, submit the opinions of their units or higher-level competent units, and after approval, be allowed to settle in Hong Kong and Macao. Mainland residents who fail to apply for passports as required must also issue relevant certification materials in accordance with relevant regulations.

6. Submit the application materials corresponding to the application:

In case of the circumstances specified in Item 1 of the application conditions, a marriage certificate and a statement that the spouse agrees to settle in Hong Kong or Macao for the purpose of family reunion shall be submitted. If there are accompanying children, proof of the relationship between parents and children should be submitted at the same time. Applicants who register for marriage abroad need to submit a marriage certificate or marriage certificate certified by Chinese embassies (consulates) abroad;

In case of the circumstances specified in Item 2 of the application conditions, submit the permanent identity card of Hong Kong or Macao of the father or mother, proof of the relationship between parents and children, and parents' marriage certificate;

In case of any of the circumstances specified in Item 3 of the application conditions, the parent-child relationship certificate and the parent-child marriage certificate shall be submitted;

In case of any of the circumstances specified in Item 5 of the application conditions, a statement showing the relationship between parents and children, the fact that parents have no children in the Mainland, and that children from Hong Kong and Macao agree to settle in Hong Kong or Macao and fulfill their maintenance obligations;

In case of the circumstances specified in Item 6 of the application conditions, the certificate corresponding to the specific special circumstances shall be submitted.

7, the relationship between parents and children belongs to the following circumstances, but also need to perform the following procedures:

The applicant is under the age of 18, born out of wedlock or his parents are divorced, the father (mother) who raised him is about to settle in Hong Kong or Macao, the legal and valid proof that he is being raised by his father (mother) who is about to settle in Hong Kong or Macao, and the statement that his guardian agrees to settle in Hong Kong or Macao;

If the applicant is born out of wedlock and cannot provide proof of the relationship between parents and children, or the relationship between parents and children is in doubt, the paternity test shall be conducted in a hospital or institution designated by the exit-entry administration department of the provincial public security organ; If the applicant belongs to the category of children of permanent residents in Hong Kong and Macao, or if the parent-child relationship is in doubt, it shall be determined by the agency designated by the Exit-Entry Administration of the Ministry of Public Security;

If the applicant or relevant persons from Hong Kong and Macao are adopted children, they shall submit the following legally binding adoption certificate and a copy.

8. Other supporting materials deemed necessary by the exit-entry administration department of the public security organ.

Original and photocopy of relevant certificates are required. If the application materials are issued by institutions outside the country (territory), and the legality can only be confirmed through the corresponding notarization and authentication procedures according to regulations, relevant notarization and authentication materials shall be provided. If the application materials are not expressed in Chinese, a notarized or qualified translation agency shall submit the Chinese translation.
