A, compaction job responsibilities. The main responsible comrades of all districts and departments should improve their political positions, regard the project construction as the "chief officer" project and the "top leader" project, and pay close attention to the task implementation with strong political execution. All districts should implement territorial responsibilities, strengthen district-level project offices, and deploy special personnel to work centrally across departments; All departments should implement industry management responsibilities, strengthen service guidance to all districts, and create a working pattern of * * * vibration with the same frequency, force in the same direction and synchronous promotion.

Second, optimize scheduling management. All competent units should formulate targeted work measures, implement ledger-based and list-based management of key projects, compile books according to maturity, provide accurate assistance for one project and one policy, make every effort to promote the start of new projects and speed up the progress of projects under construction. It is necessary to refine the allocation of funds and the implementation objectives of construction on a monthly basis, implement wall chart operations, log on to the smart management platform of major projects in the city before 10 every month, and accurately submit the construction progress.

Third, strengthen service guarantee. Improve the efficiency of examination and approval of key projects, support key projects to go through the preliminary procedures in accordance with the relevant requirements of letters and visits and commitment system, and complete the procedures within 3 months after the project starts. Adhere to the principle of "elements follow the project", and give priority to the construction of key projects by adding new construction land indicators, energy consumption indicators and total pollutant discharge indicators; Build a normalized financial docking platform to better meet the financing needs of key projects.

Fourth, implement dynamic adjustment. Key construction projects that have changed greatly in the process of promotion and no longer meet the relevant conditions will be transferred out in time. After the key reserve projects meet the starting conditions, they will be adjusted to key construction projects in time. If it is necessary to declare new projects, the municipal competent department and the district development and reform department shall report supplementary adjustments to the Municipal Development and Reform Commission on a quarterly basis.

Fifth, strengthen the assessment and demand results. Incorporate the construction of key projects into the "red, yellow and green" grading monitoring system for investment work, report the progress on a monthly basis, and carry out special assessment at the end of the year. Outstanding achievements, in addition to performance appraisal points, in the central and municipal funding arrangements to be tilted; Those who fail to meet expectations will be reminded by interviews, given a red and yellow card warning, and the relevant situation will be reported to the municipal party Committee, the municipal government, the municipal commission for discipline inspection and the organization department of the municipal party Committee in a timely manner.
