According to the latest consultation between the Provincial Environmental Emergency and Heavy Pollution Weather Warning Center, China National Environmental Monitoring Center and the Provincial Environmental Meteorological Center, from the 20th to the 25th, the wind is weak, the humidity increases, and the overall diffusion conditions gradually deteriorate, and there will be a moderate to heavy pollution process. According to the Notice of the Provincial Atmospheric Office on Doing a Good Job in Dealing with the Recent Polluted Weather Process (No.68 of the Provincial Atmospheric Office [2019]), the Municipal Heavy Pollution Weather Response Headquarters decided to start the Class II emergency response from 8: 00 on April 20, 2065438+2009 to 24: 00 on the 25th. The relevant matters are hereby notified as follows:

First, fully implement emergency response and emission reduction measures (I) Industrial source emission reduction measures.

1, steel industry. More than 40% of the sintering machines and equipment whose performance assessment is Grade A and whose site is located outside the urban built-up area (including the county), and more than 50% of the sintering machines and equipment located in the urban built-up area (including the county); If it is rated as Grade B, stop more than 60% of sintering machines and equipment; If it is rated as Grade C, stop more than 70% of sintering machines and equipment; If it is rated as Grade D, stop the sintering machine and equipment. All iron and steel enterprises stop more than 50% shaft furnaces and lime kilns. It is forbidden to take the dismantled, eliminated and long-term production equipment as the base for emission reduction and production suspension. All enterprises should report the production plan of the early warning period to the local government and the municipal environmental protection command center for the record before April 19 18, and it is strictly forbidden to adjust it without authorization after filing.

2. Coking industry. If the performance appraisal is Grade A, the coke discharging time will be extended to 28 hours; If it is rated as Grade B or Grade C, the coke discharging time will be extended to 36 hours.

3. Foundry industry. Foundry enterprises all stopped production during the casting process.

4. Building materials industry. The grinding station stopped production. The glass melting furnace shall limit production by 15% according to the designed capacity, improve the efficiency of pollution control facilities, reduce pollutant emissions, and ensure that the emission concentrations of particulate matter, sulfur dioxide and nitrogen oxides are lower than 20 100 and 300 mg/m3. Brickmaking, rock wool and other building materials industries stopped production.

5. Cement industry (excluding grinding station). Cement enterprises implement measures to stop production.

6. Pharmaceutical (pesticide) industry. If the VOCs emission process of pharmaceutical enterprises involved in the production of APIs and the VOCs emission process of pesticide enterprises using organic solvents in the production process are rated as Class A, the loading and unloading of organic solvents will be stopped, the operation of motor vehicles will be reduced, and the frequency of sprinkling water in the factory will be increased; If it is rated as Grade B, the loading and unloading of organic solvents will be stopped, the operation of motor vehicles will be reduced, the frequency of sprinkling water in the factory will be increased, and other processes will be stopped in turn; Suspend the evaluation to level C.

7. Enterprise clusters. Including rubber, steel rolling, steel shovel, forging, radiator, plastic, fire-resistant insulation materials, lime kiln, furniture manufacturing and other industries. If the performance evaluation is Grade A, the spraying section located in the industrial park stops production, does not enter the industrial park and does not produce VOCs, the production will be stopped in turn according to the total amount of pollutants. 8. All enterprises in the spraying section stop production (except the automatic automobile production line).

(2) Measures to limit mobile sources.

1, within the ring road of the downtown area and within the urban areas of counties (cities), large trucks (including passes), three-wheeled vehicles, low-speed trucks and tractors are prohibited from passing through from 7: 00 to 20: 00 every day, and construction waste and muck trucks and gravel trucks are prohibited from driving on the road. 2. Non-road construction machinery using diesel as fuel is stopped.

3. Concrete mixing stations and mortar mixing stations that meet the four basic requirements of dust control and the two strengthening measures proposed by the housing and construction departments can be produced normally, while others stop production.

4. Stop outdoor spraying, painting, cutting and spraying concrete for slope protection.

5. On the basis of routine operation, increase the cleaning frequency such as machine scanning and suction scanning. Suitable for urban trunk roads and sections prone to dust.
