Article 2: Any assembly, procession or demonstration held within the administrative area of ??Chengdu City shall comply with these Measures. Article 3 The competent authority for assemblies, processions and demonstrations shall be the district (city) and county public security bureau where the assembly, procession or demonstration is held; if the route of a procession or demonstration passes through more than two districts (cities) or counties, the competent authority shall be the municipal public security bureau. . Article 4 Those who hold assemblies, processions or demonstrations shall apply to the competent authorities in accordance with these Measures and obtain permission. Exceptions are made that do not require an application in accordance with the provisions of Article 7, Paragraph 2 of the Law of the People's Republic of China on Assemblies, Processions and Demonstrations. Article 5 Where an assembly, procession or demonstration is held, the person in charge shall be determined, and the person shall submit an application to the competent authority five days in advance and fill out an application registration form with his or her resident identity card or other valid identity document.

The application shall be signed by the person in charge and specify the following matters:

(1) The purpose, method, slogans, slogans, number of people, number of vehicles, Type and quantity of audio equipment used;

(2) Starting and ending times, routes and gathering and disbanding locations;

(3) Name, occupation, address, and contact information of the person in charge.

If the person in charge is changed, a new application shall be made in accordance with the provisions of the preceding paragraph. Applications submitted by letter, email, telephone or other means will not be accepted by the competent authority. Article 6: After receiving an application for an assembly, procession or demonstration, the competent authority shall make a written decision on whether to permit or not permit it two days before the time of application. If no permission is granted, the reasons shall be stated; if no decision is made within the time limit, it shall be deemed to be permission.

The person in charge of applying for an assembly, procession or demonstration shall go to the competent authority to receive a decision notice two days before the time of application. If the competent authority fails to accept the application within the time limit or refuses to sign for it, the application will be deemed to have been withdrawn. Article 7 When applying to hold an assembly, procession, or demonstration to resolve specific issues, after receiving the application, the competent authority may notify the relevant agency or unit to negotiate with the person in charge of the application, procession, or demonstration to resolve the issue, and may set the time for the application to be held. After receiving a notice from the competent authority, the relevant agency or unit shall immediately negotiate with the person responsible for applying for an assembly, procession, or demonstration to resolve the relevant issues, and notify the competent authority of the consultation results within the statutory time limit. Article 8 Applications for holding assemblies, processions, and demonstrations will not be granted if any of the following circumstances apply:

(1) Opposition to the basic principles established by the Constitution;

(2) ) Endangering national unity, sovereignty and territorial integrity;

(3) Undermining national unity and inciting national division;

(4) Assemblies and processions held with sufficient basis for application , Demonstrations will directly endanger public safety or seriously disrupt social order. Article 9 If the person in charge of an assembly, procession or demonstration is dissatisfied with the decision of the competent authority not to grant permission, he may apply for reconsideration to the people's government at the same level as the competent authority within three days from the date of receipt of the decision notice.

The people's government shall make a written decision within three days from the date of receipt of the application for reconsideration. If a written decision is not made within the time limit, the decision of the competent authority shall be deemed to have been revoked, and assemblies, processions and demonstrations shall be permitted. The person applying for review shall go to the people's government to collect the review decision within the statutory time limit. If the review authority fails to receive the review decision within the time limit or refuses to sign for the review decision notice, the application will be deemed to have been withdrawn.

For assemblies, processions, and demonstrations approved by the people's government for reconsideration, the person in charge shall go to the competent authority with the notice of reconsideration decision to handle the relevant procedures.

The people’s government’s reconsideration decision shall be final. Article 10 If assemblies, processions, or demonstrations are held at or pass by the locations of state agencies, military agencies, radio stations, television stations, foreign consulates in this city, etc., in order to maintain order, the competent authorities may set up temporary cordons around the locations of the above-mentioned units. Or draw warning signs on the ground, and set up obstacles if necessary. No one is allowed to cross without the permission of the police on duty.

Article 11 The specific scope of areas where assemblies, processions and demonstrations are prohibited shall be determined by the Municipal People’s Government in accordance with the Law of the People’s Republic of China on Assemblies, Processions and Demonstrations and the Sichuan Province Law of the People’s Republic of China on Assemblies, Processions and Demonstrations. 〉Relevant provisions of the Implementation Measures have been determined. Article 12 If an assembly, procession or demonstration is held with permission, it shall be carried out in accordance with the purpose, method, time, place, route and other matters of the permission. (7) Disrupting social order, production order, and work order, teaching and research order, and the living order of the people;

(8) Intercepting and damaging vehicles and impeding traffic;

(9) Using audio equipment with a volume that exceeds national standards;< /p>

(10) Occupying and damaging public facilities and gardens and green spaces;

(11) Affecting city appearance and environmental sanitation;

(12) Obstructing, Resisting the people's police in performing official duties in accordance with the law;

(13) Carrying out other illegal and criminal activities or inciting others to illegally commit crimes.
