Article 6 the State Council and local people's governments at all levels shall strengthen their leadership over the safety of special equipment and urge all relevant departments to perform their duties of supervision and management according to law. The local people's governments at or above the county level shall establish a coordination mechanism to timely coordinate and solve the problems existing in the safety supervision and management of special equipment.

Article 7 Units that produce, operate and use special equipment shall abide by this Law and other relevant laws and regulations, establish and improve the responsibility system for safety and energy saving of special equipment, strengthen the management of safety and energy saving of special equipment, and ensure the safety of production, operation and use of special equipment and meet the requirements of energy saving.

Article 8 The production, operation, use, inspection and testing of special equipment shall conform to relevant safety technical specifications and relevant standards of special equipment. Technical specifications for safety of special equipment shall be formulated by the State Council Special Equipment Safety Supervision and Management Department.
