Chapter I General Provisions Article 1 In order to maintain road traffic order, ensure road traffic safety and improve road traffic efficiency, these Regulations are formulated in accordance with the Road Traffic Safety Law of the People's Republic of China, the Regulations for the Implementation of the Road Traffic Safety Law of the People's Republic of China, the Measures of Shaanxi Province for the Implementation of the Road Traffic Safety Law of the People's Republic of China and other laws and regulations, combined with the actual situation of this Municipality. Article 2 Vehicle drivers, pedestrians, passengers and units and individuals related to road traffic activities within the administrative area of this Municipality shall abide by these regulations. Article 3 The Municipal People's Government shall formulate and organize the implementation of the road traffic safety management plan, improve the road traffic safety infrastructure, increase the investment in road traffic safety science and technology, integrate road traffic resources, and improve the traffic impact assessment system of urban construction projects.

The Municipal People's Government shall establish and improve the road traffic safety coordination mechanism, regularly evaluate and analyze the traffic safety situation, implement the responsibility system for traffic safety, and coordinate and solve the road traffic safety problems in the whole city.

The district and county people's governments and the Development Zone Management Committee are responsible for the comprehensive management of road traffic within their respective jurisdictions. Article 4 The traffic administrative department of the municipal public security organ shall be responsible for the management of road traffic safety within the administrative area of this Municipality.

The traffic administrative departments of public security organs in yanliang district, Lintong District, Chang 'an District and cities and counties are responsible for road traffic safety management within their respective jurisdictions.

Planning, construction, municipal administration, urban management and law enforcement, transportation, urban landscaping, environmental protection, safety supervision, education, health, news, broadcasting and other departments shall, according to their respective responsibilities, do a good job in road traffic safety management. Article 5 It is the common responsibility of the whole society to abide by the laws and regulations on road traffic safety and maintain road traffic safety.

Vehicle drivers, pedestrians, passengers and other units and individuals related to road traffic activities should consciously safeguard road traffic safety, order and smoothness.

Organs, troops, enterprises and institutions, social organizations and other organizations shall strengthen road traffic safety education and vehicle management for their own personnel.

Schools should incorporate road traffic safety education into legal education.

The press, publishing, radio, television and other relevant units have the obligation to carry out publicity and education on road traffic safety. Article 6 The Municipal People's Government shall increase financial input, give priority to the development of urban public transport, improve public transport infrastructure, and build a public transport system suitable for the city's scale, economy and social development. Chapter II Vehicles and Drivers Article 7 A motor vehicle can only run on the road after it has been registered by the traffic administrative department of the public security organ and obtained the motor vehicle number plate and driving license. If an unregistered motor vehicle needs to travel on the road temporarily, it shall obtain a temporary pass.

Driving a motor vehicle shall obtain a motor vehicle driving license according to law. Eighth electric bicycles and motorized wheelchairs for the disabled meet the national standards, and can only be driven on the road after being registered by the traffic management department of the public security organ. When driving on the road, you should hang a non-motor vehicle number plate and carry a non-motor vehicle driving registration certificate. Drivers of motorized wheelchairs for the disabled should also carry disability certificates. Article 9 If the contact information and address information of the owners and drivers of motor vehicles, electric bicycles and wheelchairs for the disabled are changed, the registrant shall inform the original registration authority within 30 days after the information is changed. Article 10 The traffic administrative department of the public security organ shall provide traffic violation information inquiry service for vehicles and drivers.

Motor vehicle owners, managers and drivers should promptly inquire about illegal information, and accept and handle illegal information according to law. Eleventh it is forbidden to install and use devices that affect the normal use of traffic technology monitoring equipment on motor vehicles.

It is forbidden to install, spray or paste materials that affect the collection and identification of traffic technology monitoring information on motor vehicle number plates. Twelfth any unit or individual shall not modify the motor vehicle without authorization, and shall not drive the modified motor vehicle on the road. Thirteenth prohibit the following motor vehicles not included in the license catalogue of the competent department of motor vehicle products:

(1) Electric vehicles exceeding the national standard for electric bicycles;

(two) motor wheelchairs that exceed the national standards for motor wheelchairs for the disabled;

(3) Electric tricycle.

Vehicles specified in the preceding paragraph driving illegally on the road shall be handled in accordance with the Regulations on Motor Vehicle Management.

This Municipality prohibits the production and sale of motor vehicles that are not listed in the license catalogue of the national competent department of motor vehicle products. Chapter III Road Traffic Conditions Article 14 The municipal, district and county people's governments and relevant administrative departments shall improve the construction of roads, parking lots and road supporting facilities, scientifically set up road traffic signals, rationally use road resources, eliminate road safety hazards, and improve road service level and traffic capacity. Fifteenth Municipal People's Government shall organize relevant departments to regularly study and determine the grading standards of road traffic congestion according to the road traffic conditions, and formulate or adjust the emergency plan for road traffic congestion.

The traffic administrative department of the municipal public security organ shall establish a real-time monitoring mechanism for road traffic conditions, timely release real-time traffic information, guide traffic travel, and alleviate road traffic congestion. Sixteenth according to the road traffic and vehicle exhaust emissions, the relevant administrative departments can put forward control measures such as total vehicle regulation, regional restrictions and frequency restrictions. , and reported to the Municipal People's government for approval before implementation.
