Chapter I General Provisions Article 1 In order to standardize the planning, construction, operation and management of urban underground common ditches, intensively use urban underground space and improve the comprehensive carrying capacity of cities, these Regulations are formulated in accordance with the Urban and Rural Planning Law of People's Republic of China (PRC), the Construction Law of People's Republic of China (PRC), the Regulations on the Administration of Urban Underground Pipelines of Shaanxi Province and other laws and regulations, and in combination with the actual situation of this Municipality. Article 2 These Regulations shall apply to the planning, construction, operation and management of urban underground common ditches within the administrative area of this Municipality. Article 3 The urban underground common ditch referred to in these Regulations (hereinafter referred to as common ditch) refers to the structures and ancillary facilities built underground in cities to centrally accommodate urban engineering pipelines such as electricity, communication, radio and television, water supply, drainage, heat and gas. Article 4 The construction and management of common ditches shall follow the principles of government leading, scientific planning, orderly advancement and safe operation. Fifth city, district and county people's governments should strengthen the organization and leadership of the common ditch construction, establish a coordination mechanism, and study and solve major problems in construction management. Sixth city housing construction administrative department is the administrative department in charge of common ditch work, responsible for the supervision and management of common ditch construction and operation.

County housing construction administrative departments shall be responsible for the supervision and management of the construction and operation of common ditches within their respective jurisdictions.

Development and reform, finance, resource planning, ecological environment, transportation, urban management, water administration, public security, cultural relics, emergency, civil air defense, industrial information and other departments, according to their respective responsibilities, do a good job in the common ditch. Seventh municipal, district and county people's governments should strengthen the overall planning of common ditch construction funds, and incorporate construction funds and operating subsidies into the fiscal budget. Article 8 The municipal, district and county people's governments may promote social capital to participate in the construction and operation of the common ditch through franchising, investment subsidies, loan interest subsidies and other forms.

Encourage pipeline units to participate in the investment, construction and operation of common ditches. Article 9 Encourage scientific research and technological innovation, popularize new technologies, new materials and new processes, and improve the level of construction, operation and management of common ditches. Chapter II Planning and Construction Article 10 The municipal housing construction administrative department shall, jointly with the departments of resource planning, development and reform, urban management, water administration and civil air defense. On the basis of the general survey of underground pipelines, coordinate the actual development of various pipelines, organize the preparation of special plans for common ditches, and publish and implement them after approval by the Municipal People's Government.

The opinions of pipeline units and the public shall be sought for the preparation of special planning for common ditches.

Without legal procedures, the approved special plan for common ditch shall not be changed. Eleventh common ditch special planning should meet the requirements of land and space planning, and with underground pipelines, urban roads, underground space development and utilization, rail transit, cultural relics protection, civil air defense and other special planning convergence. , reasonably determine the construction layout, pipeline type, plane position, vertical control, etc. Common ditch, clear construction scale and time sequence, comprehensive consideration of urban development and safety, reserve and control related underground space. Twelfth new roads in new urban areas, parks and development zones should be built in accordance with the requirements of the special planning of common ditches.

Combined with the old city renewal, rail transit construction, road reconstruction, river regulation and underground space development, the old city will make overall arrangements for common ditch construction according to local conditions. Thirteenth the following areas should give priority to the construction of common ditch:

(a) urban trunk roads, rail transit, underground complexes and other areas with large traffic flow and dense pipelines;

(2) Urban high-intensity development areas, important public spaces, intersections of major roads, intersections of highways and railways or rivers;

(3) The road width is not suitable for laying various pipelines alone. Fourteenth city housing construction administrative departments according to the common ditch special planning, the preparation of common ditch long-term construction planning and annual implementation plan, and the annual implementation plan in a timely manner to inform the pipeline unit. Pipeline units shall submit to the municipal housing and construction department the pipeline planning synchronized with the common ditch construction. Fifteenth common ditch design should meet the needs of pipeline into the corridor and earthquake, civil air defense, comprehensive disaster prevention. It is determined by the special planning of common ditch, and the needs of pipeline access and branch line extraction are considered to meet the space requirements of pipeline laying, expansion, operation and maintenance. Ground ancillary facilities such as manholes, entrances and exits of the common ditch should be coordinated with the surrounding landscape. Article 16 Auxiliary facilities such as fire fighting, lighting, ventilation, flood control, water supply and drainage, video monitoring, signs, safety alarm and intelligent management shall be built in the common ditch. And consider the requirements of civil air defense, promote intelligent management, and ensure safe operation.

Common ditch construction should meet the needs of independent operation, maintenance and safety management of pipelines and avoid mutual interference.

If the common ditch construction needs to use the underground space of urban green space, it shall conform to the relevant specifications, and shall not change the nature of green space, and the thickness of covering soil shall meet the normal growth needs of trees. Seventeenth common ditch construction units shall go through the relevant procedures for construction projects in accordance with the procedures. Common ditch construction needs to cross (cross) or use urban roads, civil air defense facilities, river courses and dike facilities, or involves fire safety, cultural relics protection, military land and tree protection, and the common ditch construction unit shall go through other relevant procedures according to law.
