2. Adhere to the principle of giving priority to water quantity and giving priority to water saving. Taking water resources as the biggest rigid constraint, we should adhere to the principle of determining cities, land, people and production by water, and rationally plan the development of population, cities and industries; Coordinate and optimize the ecological water use structure for production and life, deepen the reform of water use system, use market means to force the economical and intensive use of water resources, and promote the transformation of water use mode from extensive and inefficient to economical and intensive;

The natural conditions in different areas of the upper, middle and lower reaches of the Yellow River basin are very different, and the emphasis of ecological construction is also different. It is necessary to improve the pertinence and effectiveness of policies and engineering measures, and promote protection and governance by division and classification; Proceed from local conditions, strengthen the food and energy base, promote the development of characteristic industries according to local conditions, cultivate economic growth poles, build open channel hubs, and drive the high-quality development of the whole basin.

The state establishes a mechanism for overall planning and coordination of ecological protection and high-quality development in the Yellow River Basin (hereinafter referred to as the overall planning and coordination mechanism of the Yellow River Basin), comprehensively guides and coordinates the work of ecological protection and high-quality development in the Yellow River Basin, reviews major policies, major plans and major projects in the Yellow River Basin, coordinates major issues across regions and departments, and supervises and inspects the implementation of relevant important work.

All provinces and autonomous regions in the Yellow River Basin may establish a provincial-level coordination mechanism as needed to organize and coordinate the work of promoting ecological protection and high-quality development in the Yellow River Basin within their respective administrative areas.
