In principle, provincial river chiefs shall patrol the river no less than 1 time every year, and municipal river chiefs shall patrol the river no less than 1 time every quarter; County-level river chiefs shall patrol the river no less than 1 time every month, township-level river chiefs shall patrol the river no less than 1 time every ten days, and village-level river chiefs shall patrol the river no less than 1 time every week.

Provincial, municipal and county river chiefs should perform the duties of organization, leadership, coordination and supervision, coordinate and solve major problems in the management and protection of rivers and lakes, clarify the responsibility of river and lake management across administrative regions, coordinate the upstream and downstream, and implement joint prevention and control of the left and right banks.
