Chapter I General Provisions Article 1 In order to improve public health emergency response capability, prevent and reduce public health incidents, control, mitigate and eliminate their social hazards, safeguard public life safety and health, and maintain public safety and social order, according to the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases, the Law of People's Republic of China (PRC) on Emergency Response and other relevant laws and regulations. Article 2 These Regulations shall apply to social governance activities such as public health, prevention and emergency preparedness, monitoring and early warning, emergency treatment, medical treatment, safeguard and supervision within the administrative area of this Municipality. Article 3 The emergency management of public health emergencies shall adhere to the people-oriented principle, life first, and follow the principles of unified leadership, graded responsibility, prevention first, combination of peacetime and wartime, prevention and control according to law, systematic governance, respect for science, precise policy, joint prevention and control, and group prevention and control. Article 4 This Municipality shall establish and improve the public health emergency management system, and build a public health social governance system, a centralized and unified public health emergency command system, a professional and modern disease prevention and control system, a coordinated and comprehensive public health monitoring and early warning system, and an emergency medical system combining peacetime and wartime. The civil affairs department is responsible for guiding the community prevention and control of public health incidents, as well as the prevention and disposal of public health incidents in pension service institutions, child welfare institutions and disabled care institutions, and guiding charitable donations and volunteer service-related activities.

The education department is responsible for guiding and supervising schools, nurseries and training institutions to implement measures for the prevention and treatment of public health emergencies, and formulating and organizing the implementation of plans for suspension and resumption of classes during the emergency treatment of public health emergencies.

Public security, transportation, market supervision, greening, ecological environment, agriculture and rural areas, housing and urban construction management, urban management and law enforcement, housing management, cultural tourism, sports, human resources and social security, medical security, finance, taxation, science and technology, state-owned assets, financial management, judicial administration, customs and other departments shall, according to their respective functions and duties, do a good job in the prevention and disposal of public health incidents. Article 7 All units and individuals shall abide by the provisions of relevant laws and regulations, obey the decisions, orders and notices issued by people's governments at all levels and their relevant departments, and cooperate with people's governments at all levels and their relevant departments to take various measures according to law to prevent and deal with public health emergencies. Article 10 This Municipality shall establish a joint prevention and control mechanism for public health incidents with relevant provinces and cities, and carry out information communication and work cooperation.

Under the framework of regional cooperation in the Yangtze River Delta, the city has promoted the docking of public health incident prevention and control plans, information interconnection and coordination of prevention and control measures. Article 11 This Municipality actively participates in global public health governance, strengthens international exchanges and cooperation in public health fields such as information sharing and personnel technical exchange, and prevents public health safety risks. Chapter II Social Governance of Public Health Article 12 This Municipality shall establish and improve the social governance system of public health, adhere to the leadership of the Party, implement territorial responsibility and departmental responsibility, and organically combine regional governance, departmental governance, community governance, unit governance and industry governance through joint prevention and control to form a cross-departmental, cross-level and cross-regional public health incident prevention and disposal system. Article 13 The District People's Government shall, in accordance with the requirements of the Municipal People's Government and its relevant departments, clarify the responsibility and division of labor for prevention and control of public health emergencies, implement the grid prevention and control management mechanism, and guide and supervise territorial units and individuals to implement various prevention and control measures.

Township people's governments and sub-district offices shall, in accordance with the unified arrangements of the municipal and district people's governments and their relevant departments, give play to the power of mass prevention and control, and organize and guide residents' committees and villagers' committees to implement various prevention and control measures. Fourteenth people's governments at all levels and their relevant departments should establish and improve the public health safety protection network, give play to the role of "unified management of one network" in urban operation, and do a good job in monitoring, early warning and prevention and control of public health incidents.
