The director, deputy directors and members of the residents' committee shall be composed of all persons with the right to vote in the area of ??residence. Residents can either elect representatives from each household; based on the opinions of the residents, they can also elect two to three representatives from each resident group.

Residents of the local area who are over 18 years old, regardless of ethnicity, race, gender, occupation, family origin, religious belief, education, property status, or length of residence, have the right to vote and be elected; However, this does not apply to persons who are deprived of political rights in accordance with the law.

Article 9 stipulates: Residents’ meetings may be attended by all residents over the age of 18 or by representatives from each household, or by each resident group electing two to three representatives.

A residents' meeting must be attended by more than half of all residents over the age of 18, representatives of households, or representatives elected by residents' groups. The decision of the meeting shall be passed by more than half of the attendees.

Community neighborhood committee election process?:

1. The community election committee held its first meeting to divide work and study the election work plan. Develop an election work plan for this community.

2. Make full use of community bulletin boards, slogans, blackboards and other forms to publicize relevant laws, regulations and policy provisions to residents, carry out publicity and mobilization, and actively guide community residents to participate in the election.

3. Elect resident representatives. Resident representatives are selected by a community resident group or one person selected by 20-50 households. More than half of the residents agree to determine the election method for formal election. Determine democratically the election method and voting date of this community. At the same time, decide the start and end time, method, location and voter registrar of this community's voter registration and announce it, and report it to the street election steering group for the record.

8. Determine the official candidates. On the basis of nominations from resident groups and individual registrations, the community election committee will review the qualifications of each nominee and applicant according to the candidate conditions and produce preliminary candidates.

9. Introduction of candidates. Candidates are allowed to carry out campaign activities before the voting day. It is organized by the community election committee and can be organized in two ways: organizational introduction and self-introduction.

10. Voting

① After the official candidates are confirmed, the district will print the ballots and distribute them to each community by the street.

② Handle proxy voting. Follow the requirements for entrusted voting and handle the entrustment procedures.

③ Arrange the voting venue. The venue for the election meeting must be solemn, grand and hung with logos.

④ If the election of residents’ representatives is adopted, a community neighborhood committee election meeting is held. If direct election or household representative election is adopted, the election meeting may be held, or the community neighborhood committee election meeting may not be held.

⑤Issue the election certificate. After the election results are announced, the street leaders or entrusted representatives will issue the "Certificate of Election of Community Neighborhood Committee Members" to the elected candidates in a timely manner.

11. Seal the votes and announce the election results.
