" Article 28 After completing the task of land reclamation according to the requirements of land reclamation planning, the land reclamation obligor shall, in accordance with the provisions of the competent department of land and resources of the State Council, apply to the competent department of land and resources of the local people's government at or above the municipal level with districts for acceptance, and the competent department of land and resources that accepts the application shall conduct acceptance in conjunction with the relevant departments of agriculture, forestry and environmental protection at the same level.
