The qualification of engineering bidding agency is divided into two grades: A and B.

The qualification of a Grade A project bidding agency shall be examined by the construction administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government in accordance with administrative divisions, and reported to the construction administrative departments of the State Council for confirmation.

The qualification of the bidding agency for Grade B projects shall be determined by the construction administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government and reported to the construction administrative departments of the State Council for the record.

The construction administrative department of the State Council will notify the Development Planning Department and the relevant departments of the State Council within 15 days after the list of bidding agencies for Grade A projects is confirmed.

First, the basic conditions of the project bidding agency:

(1), an intermediary organization established according to law;

(two) there are not less than 20 full-time personnel with engineering construction registration qualifications or intermediate or above professional and technical titles, including not less than 2 personnel with cost engineer qualifications;

(3) The legal representative, technical and economic person in charge and accounting personnel are full-time personnel of the unit, among which the technical and economic person in charge has senior professional title or corresponding practice registration qualification and has more than 10 years of project management experience;

(4) The registered capital is not less than 6,543,800 yuan.

Three, B project bidding agency qualification, but also should have the conditions:

(1), there are not less than 10 projects with the bid-winning amount1above in 0 yuan in recent three years, or the accumulated bid-winning amount with the bidding agency is more than 300 million yuan;

(2) There shall be no less than 10 full-time personnel with the qualification of engineering construction practice registration or intermediate or above titles, including no less than 2 personnel with the qualification of cost engineer;

(3), the legal representative, technical and economic person in charge, accounting personnel are full-time staff of this unit, in which the technical and economic person in charge has a senior professional title or corresponding registration qualification and has more than 7 years of project management experience;

(4) The registered capital is not less than 500,000 yuan.

B project bidding agency can only undertake the project bidding agency business with a project investment of less than 30 million yuan (excluding land acquisition fees, municipal supporting fees and demolition compensation fees).
