Carrying out in-depth study and practice of Scientific Outlook on Development in the whole party is a strategic decision made by the 17th National Congress of the Communist Party of China, an important measure to arm the whole party with Socialism with Chinese characteristics Theory, an urgent need to further promote reform and opening up, promote sound and rapid economic and social development, and promote social harmony, and an inevitable requirement to improve the party's ruling ability and maintain and develop its advanced nature. According to the deployment and requirements of "Implementation Opinions of Yunnan Provincial Party Committee on Carrying out in-depth Study and Practice of Scientific Outlook on Development Activities" and "Guiding Opinions of the Second Batch of in-depth Study and Practice of Scientific Outlook on Development Activities in Yunnan Province", our state * * * carried out the study and practice activities in Scientific Outlook on Development in two batches. The State Committee attached great importance to this study and practice activity, and the Standing Committee of the State Committee conducted a special study on the study and practice activity, and put forward the guiding opinions and implementation plans for the study and practice activity. First, grasp the overall requirements, unify thinking and understanding, and fully understand the great significance of carrying out in-depth study and practice of Scientific Outlook on Development activities.

Based on the situation in Dehong, we should firmly grasp the three major tasks of promoting scientific development, maintaining peace in the border areas and enhancing national unity, work hard in study, see results in practice, and promote practice through study. To sum up, it is the work requirement of "achieving one goal, carrying out two activities, grasping three combinations, strengthening four efforts and highlighting five key points". To achieve the goal: to achieve the goal of promoting scientific development, maintaining peace in the border areas, enhancing national unity and building a harmonious Dehong; Carry out two activities, that is, carry out the theme practice of "one flag, one fire and one chess game" among cadres in party member, and carry out the theme practice of "grasping a characteristic industry, contacting a grassroots branch and helping a poor household" among leading cadres in party member at or above the division level; Do a good job of three combinations, that is, combining with the work of ensuring growth, people's livelihood and stability, combining with the reality of frontier, ethnic and underdeveloped States, and combining with the pilot experience of learning and practice activities in Ruili City; Strengthen four efforts, that is, strive to get rid of ideas and ways of thinking that affect scientific development, strive to overcome institutional mechanisms that hinder scientific development, strive to eliminate unfavorable factors that restrict the leap-forward development of economy and society, and strive to solve outstanding problems in cadres' ideological style and work style; Highlight five key points: highlighting characteristic industries, drug control and AIDS prevention, infrastructure, population quality and party building. This is the general requirement that we must grasp when studying and practicing Scientific Outlook on Development, and it is also the main idea to guide us to carry out study and practice activities. On the basis of grasping the general requirements of study and practice activities, we should further unify our ideological understanding, deeply understand the important role of Scientific Outlook on Development in promoting sound and rapid economic and social development, and fully understand the great significance of carrying out in-depth study and practice activities in Scientific Outlook on Development from a global and strategic perspective.

The Third Plenary Session of the 16th CPC Central Committee pointed out that since the establishment and implementation of Scientific Outlook on Development by the whole party, the State Committee has firmly used Scientific Outlook on Development to guide the overall economic and social development, consolidate the foundation, adjust the structure, create characteristics, reform and opening up, promote development, and build harmony with Qi Xin, which has consolidated the good situation of economic development, social progress, national unity, tranquillity in the border areas and continuous improvement of people's living standards. Years of practice have made us deeply realize that development is the key to solve all Dehong's problems, and Scientific Outlook on Development is Dehong's action guide to achieve sound and rapid development. It is precisely by firmly grasping the first essence of development, insisting on development as the biggest politics, the hardest truth and the most fundamental task, concentrating on construction, wholeheartedly seeking development, taking the development road with Dehong characteristics, the per capita GDP has exceeded 1000 US dollars, and the people's living standards have been continuously improved. It is precisely by conscientiously implementing the basic requirements of comprehensive, coordinated and sustainable development, deeply implementing the strategy of building the country through ecology and rejuvenating the country through science and education, and accelerating the development of social undertakings that we have achieved the goal of popularizing nine-year compulsory education as scheduled, established a medical and health service system covering urban and rural residents, promoted the sustained prosperity of cultural undertakings, and presented a trend of accelerated economic and social development, improved structure, enhanced vitality and good ecology. It is precisely by always following the fundamental method of overall planning, tilting public finance to the vast rural areas, poverty-stricken areas, difficult groups and weak links, earnestly implementing various policies to support agriculture and benefit farmers, actively implementing the action plan of "prospering the border areas and enriching the people", and coordinating the development of urban and rural areas and Bashang that the good situation of common struggle and common prosperity of people of all ethnic groups can be realized. It is precisely by firmly grasping the core of people-oriented, persisting in seeking and promoting development from the fundamental interests of the broad masses of the people, persisting in promoting the construction of the "popular project" and the frontier project to solve the "five difficulties", and striving to safeguard and improve people's livelihood. We have concentrated limited financial resources to solve a number of outstanding problems such as drinking water, transportation, electricity, medical care, schooling, employment and housing, and the income of urban and rural residents has steadily increased and the quality of life has been continuously improved.

In the new historical period, in order to achieve a new leap in Dehong's development, unify the thoughts and actions of cadres and masses in Quanzhou with the requirements of Scientific Outlook on Development, and focus on solving outstanding problems that affect and restrict scientific development, according to the unified deployment of the provincial party Committee, we organized a large-scale discussion activity of "Emancipating the mind, deepening reform, expanding opening up and developing scientifically" in the first half of last year. Cadres and masses of all ethnic groups in Quanzhou focus on how to deepen their understanding of Scientific Outlook on Development, how to seek effective measures to speed up development, how to give full play to Dehong's resource advantages, how to deepen the reform and innovation of institutional mechanisms, how to improve the level of opening up, how to strengthen social construction focusing on improving people's livelihood, and how to take effective measures to fight the tough battle against drugs and AIDS. Ten aspects, such as how to improve the ability and level of leading scientific development, how to establish a scientific supervision and assessment mechanism for cadre selection and training, and how to further improve development ideas, firmly grasp the five basic requirements of development priority, people's initiative, breaking through conventional problems, implementing scientific and realistic spirit in work, in-depth study and discussion, seriously investigating problems, and implementing rectification measures, which have aroused strong repercussions in Quanzhou and achieved fruitful results. Cadres and masses at all levels in Quanzhou closely combined with the reality of Dehong, perfected and put forward the basic ideas of economic and social development in our state at present and in the future. That is, under the guidance of Scientific Outlook on Development, we should firmly grasp the top priority of development, firmly grasp the great opportunity of the western development, the construction of China-ASEAN Free Trade Area and the action plan of prospering the border and enriching the people, overcome the two major difficulties of drugs and AIDS around the goal of building a well-off society in an all-round way, consolidate the foundation of agriculture, education and transportation, develop four major industries of biological innovation, tourism culture, hydropower metallurgy and foreign trade processing, and implement the strategy of building the country through ecology and science and education. This development idea is the main achievement of emancipating the mind discussion, which embodies the basic spirit of Scientific Outlook on Development, conforms to the overall layout of the province's economic and social development, summarizes, inherits, deepens and perfects the original development idea in combination with the current Dehong reality, and is the crystallization of the collective wisdom of party organizations at all levels and the broad masses of cadres and the masses in Quanzhou. This great discussion on emancipating the mind has made full preparations for Quanzhou to study and practice Scientific Outlook on Development. It is an important part of our state's in-depth study and practice of Scientific Outlook on Development, and in-depth study and practice of Scientific Outlook on Development is the continuation and deepening of the discussion on emancipating the mind.

Through the discussion of emancipating the mind, some outstanding problems that are unsuitable and inconsistent with Scientific Outlook on Development have been initially solved, but there are still many problems that cannot be ignored: some cadres have not yet had a good understanding of Scientific Outlook on Development, but are only content with a little knowledge and a little taste, and have not systematically grasped the essence of Scientific Outlook on Development; Some cadres are out of touch with learning and application, and Scientific Outlook on Development has not really implemented it in practical work, which is reflected in concrete actions; Some cadres are backward in ideas, lack of innovative spirit, and lack of quality and methods to lead scientific development; In some departments, some cadres' ideas, work styles and work efficiency can't meet the needs of scientific development, and the problem of "eating and getting cards" exists to varying degrees, which affects the optimization of development environment; Quanzhou's pillar industries are single, the economic aggregate is small, the economic strength is weak, it is difficult to increase income, poverty is widespread, poverty is deep, and people's livelihood problems are prominent, so the task of accelerating development is very arduous; Infrastructure construction lags behind, and the transformation of superior resources into advantageous industries is seriously restricted; Drugs and AIDS are seriously harmful, and the people's war against drugs and AIDS is still a tough battle and a protracted war; Various new contradictions and problems are constantly emerging, and the task of maintaining social stability is still quite arduous.

To solve these contradictions and problems, the most fundamental thing is to unswervingly arm party member cadres with Scientific Outlook on Development, unswervingly lead the overall economic and social development with Scientific Outlook on Development, and unswervingly implement Scientific Outlook on Development in all aspects of reform, development and stability. The decision of the Central Committee to carry out in-depth study and practice of Scientific Outlook on Development in the whole Party has provided us with valuable opportunities and created favorable conditions for solving these outstanding contradictions and problems. All departments at all levels in Quanzhou and all party member cadres should fully understand the great significance of carrying out in-depth study and practice of Scientific Outlook on Development in accordance with the requirements of the Central Committee and the Provincial Party Committee, from a global and strategic perspective, effectively unify their thinking with the decision-making arrangements of the Central Committee, the Provincial Party Committee and the State Committee, actively participate in study and practice activities, and strive to embark on a scientific development path that conforms to Dehong's reality.

The second is to innovate ways and means, enrich the carrier of activities, and widely mobilize cadres and masses of all ethnic groups to participate in study and practice activities.

Dehong is a Jingpo Autonomous Prefecture in A Dai, with five ethnic minorities: Dai, Jingpo, De 'ang, Yi and Achang. In this round of study and practice activities, we should promote study and practice activities by highlighting ethnic characteristics, innovate ways and means, and give play to the roles of ethnic cadres, ethnic languages, ethnic festivals and ethnic minorities in places where ethnic cadres and the masses are concentrated. Publicize the study and practice activities in Scientific Outlook on Development in a popular way, better combine the actual situation of the state with the study and practice activities, let the cadres and masses of all ethnic groups fully and profoundly understand the great significance of the study and practice activities, and widely mobilize the cadres and masses of all ethnic groups to actively participate in the study and practice activities. In practice, we should give full play to the advantages of ethnic cadres' language and writing, and be both learning practitioners and propaganda guides. Quanzhou cultural system should combine reality, make use of national cultural themes to increase creativity, carefully arrange cultural programs that embody the connotation of Scientific Outlook on Development and are loved by people of all ethnic groups, and perform them among people of all ethnic groups.

While embodying the characteristics of ethnic minorities, we should make full use of three practical achievements: First, make good use of the achievements of the great discussion on emancipating the mind. Last year, our state held a big discussion on emancipating the mind. According to the method and steps of "one study, two views, four merits and five tests" and the requirements of "three efforts" and "ten questions", based on the national conditions, we have made clear our thinking, analyzed problems and improved measures, and achieved fruitful results, laying a solid ideological foundation for studying and practicing Scientific Outlook on Development. The second is to make good use of the results of Ruili pilot activities. Ruili City, as one of the second batch of five pilot units in advance in the province, has boldly explored and innovated in accordance with the requirements of sticking to the theme, highlighting characteristics, striving for practical results and creating experience, closely combining its own characteristics and reality, and has achieved remarkable results, accumulating valuable experience for us to better carry out learning and practice activities. The third is to make good use of the development achievements at this stage. In recent years, with Scientific Outlook on Development as the leader, our country has fully mobilized various favorable factors, enhanced its economic strength, accelerated social development and improved people's living standards. All walks of life in Quanzhou have made great progress, creating good conditions for carrying out study and practice activities.
