Article 2: These Measures shall apply to the label management of cosmetics produced and operated within the territory of the People’s Republic of China and the People’s Republic of China.

Article 3 The term "cosmetic labels" as mentioned in these Measures refers to the words, symbols, numbers, patterns and other marks on the product sales package used to identify and describe the basic information, attributes and safety warnings of the product, as well as the accompanying labels. Article 4: Cosmetic registrants and filing persons are responsible for the legality, authenticity, completeness, accuracy and consistency of cosmetic labels.

Article 5: The minimum sales unit of cosmetics should have a label. Labels should comply with relevant laws, administrative regulations, departmental rules, mandatory national standards and technical specifications. Label content should be legal, authentic, complete, accurate, and consistent with the relevant content of product registration or filing.

Cosmetic labels should be clear, durable, easy to identify and read, and should not have signs of falling off or weak affixing.

Article 6: Cosmetics should have Chinese labels. Chinese labels should use standardized Chinese characters. Article 7 Chinese labels for cosmetics should at least include the following:

Article 8 The Chinese name of a cosmetic product generally consists of three parts: the trademark name, the common name and the attribute name. Article 10 The name, address and other relevant information of the cosmetics registrant, filing person, domestic responsible person and production enterprise shall be marked on the visible side of the product sales package in accordance with the following provisions:

(1) The name and address of the registrant, filing person, domestic responsible person and production enterprise shall be marked with the name and address of the enterprise stated in the product registration certificate or filing information, and shall be introduced with corresponding guiding words.

(2) When the cosmetics registrant or filing person is the same as the manufacturing company, "registrant/manufacturing company" or "filing person/manufacturing company" can be used as the guide to simplify the labeling.

(3) The name and address of the production enterprise shall be marked with the name and address of the production enterprise that completed the last process of contacting the contents. If the registrant or filing party entrusts multiple production companies to complete the final process of contacting the contents at the same time, the name and address of each entrusted production company can be marked at the same time, and the specific production company of the product can be specified through a code or other means.

(4) If the production enterprise is within the territory of China, the cosmetics production license number should also be marked after the enterprise name and address, and should be introduced with corresponding guidance.
