Smoke-free

[ Top] Measures to reduce or avoid exposure to second-hand smoke in 29-Create a smoke-free environment and enjoy a healthy life-

Preface

By studying the spirit of the document of the third session of the Conference of the Parties to the Framework Convention on Tobacco Control of the World Health Organization, I realize that there is no critical value for the toxicity of second-hand tobacco smoke, and there is no safety level for exposure to tobacco smoke. The only way to avoid its harm is to create a 1% smoke-free environment. However, due to the current environmental restrictions, I can only take other measures to reduce the harm of second-hand smoke, including ventilation, filtration and so on. To this end, these measures are formulated.

Preface to Part I

Explanation of the first term:

1. Second-hand tobacco smoke can be defined as "smoke emitted from the burning end of cigarettes or other tobacco products and usually mixed with smoke emitted by smokers", which is abbreviated as "second-hand smoke" in these Measures and SHS in English. It is said that WHO believes that "exposure to second-hand smoke for at least 15 minutes every week is second-hand smoke", but this explanation is not in line with the spirit of the known WHO document and needs further verification.

2. Smoke-free environment: "Smoke-free air" is 1% smoke-free air. This definition includes but is not limited to air without visible, smelled, felt or measured tobacco smoke. Such an environment is a smoke-free environment. Smoke-free places should include indoor workplaces, (2) indoor public places, (3) public transportation and (4) other public places, including homes in these Measures. Indoor refers to any space surrounded by a roof or one or more walls or sides, regardless of what materials are used for the roof, walls or sides, and whether the structure is permanent or temporary.

3. ineffective solutions: any policy other than 1% smoke-free environment, including ventilation, air filtration and designated smoking areas (whether there is a special ventilation system or not), can not guarantee to avoid contact with tobacco smoke. There are scientific and other conclusive evidences that technical methods can not prevent contact with tobacco smoke.

Article 2 Tobacco control standards adopted in these Measures

1. No second-hand smoke is smelled at any time and place in a day

2. It can be considered as an indicator of no second-hand smoke day: the maximum exposure to second-hand tobacco smoke indoors every day should not exceed 15 minutes, and the exposure time on important days such as environmental protection and health anniversary should not exceed 2 minutes, that is, it should not exceed 15 minutes per week; Outdoor areas are not subject to this restriction. (See the table below: conversion table of second-hand tobacco smoke control time)

Article 3 Goal: The short-term (within 3 years) goal is to reduce exposure to second-hand smoke, and the long-term (3-1 years) goal is to create a life without second-hand smoke.

Article 4 Records shall be kept during the implementation of these Measures, so that monthly, quarterly and annual summaries can be made, and the summary report can be published on the Internet irregularly.

2. The only effective way to completely avoid the harm of second-hand smoke is to create a 1% smoke-free environment, but sometimes leaving the environment with second-hand smoke can achieve this goal to a certain extent.

Article 6 Reducing exposure to secondhand smoke during working hours is the focus of current tobacco control work. Therefore, we should:

1. Take every opportunity to introduce the benefits of smoke-free to colleagues and friends, including but not limited to publicly browsing tobacco control websites, editing tobacco control blogs, materials, newspaper clippings and raising objections to secondhand smoke around us.

2. Keep the previous good practices: including but not limited to not buying cigarettes, handing cigarettes or even lighting cigarettes for others, and not smoking with others when you have nothing to do, especially on special days such as World No Tobacco Day and World Environment Day (see the attached table for details). You should avoid continuing to do unnecessary work or study while others smoke.

3. In order to reduce the residue of secondhand smoke in the office, we should form the habit of cleaning the office every day:

(1) Every Monday, we must thoroughly clean the room, focusing on the dead corners that are not easy to clean at ordinary times, and thoroughly remove cigarette butts and ash. In order to avoid dust, we should adhere to wet cleaning;

(2) When cleaning at ordinary times, you should try to clean up to the sanitary corner, and you can do it again before going to work at noon. If necessary, you can clean it immediately after others leave after smoking, focusing on removing cigarette butts and ash on the ground and cleaning the ashtray;

(3) The filter screen of the air conditioner should be cleaned regularly, and it is recommended to clean it once a month.

(4) The walls and ceilings should be cleaned at least once a month, and the dirt on the map and the top of the cabinet should be wiped, or a newspaper should be spread on the top of the cabinet and replaced every month.

(5) If there is an opportunity, such as creating a national defense or World No Tobacco Day, you can hang a no-smoking sign in a conspicuous place in your office and place the latest publicity materials.

4. If you can't avoid direct exposure to second-hand smoke, you should try to achieve good ventilation, such as opening all doors and windows, and turning on the exhaust fan. If necessary, you can use a fan to fan hard to speed up the air circulation, and indicate the measures and effects in the log.

5. Try to complete the editing and sorting of tobacco control materials and computer learning tasks at home, so as to reduce the probability of indirect exposure to second-hand smoke in the office.

Article 7: Make unremitting efforts to create smoke-free families

1. Although the WHO Framework Convention on Tobacco Control and national and local laws and policies have not listed families as places where smoking is prohibited so far, for health purposes, referring to Article 8 of the Convention and its implementation guidelines, I still decided to list my home as a smoke-free area, and unconditional exposure to second-hand smoke at home is strictly prohibited.

2. From New Year's Day, I should set up obvious no-smoking signs in my room and at the door, and remember that cigarettes and smoking utensils should not be prepared at any time. If I receive cigarettes, I should use them to kill insects or fertilize gardening plants, and I should not transfer them to other relatives at home, let alone buy such items at my own expense.

3. We should continue to implement the smoke-free family plan in our hometown:

(1) Update the tobacco control materials prepared for dad from time to time, including newspaper extracts, documents, picture signs, etc., and post such signs at an appropriate time to try to make him quit smoking;

(2) Resolutely avoid inhaling the second-hand smoke made by my father during the environmental sanitation memorial day, and take measures such as unconditional forced ventilation and far away;

(3) Try to encourage relatives and friends not to smoke in the room. To this end, the following measures can be taken:

a Make public the information on tobacco control, especially the information on the benefits of a smoke-free environment;

b politely refused the family's request to buy tobacco products;

c don't entertain relatives and friends with tobacco products. Before May 31, 21, you can entertain strangers with cigarettes, but you can't open them and distribute them. After May 31, 21, you won't entertain any guests with cigarettes. On the contrary, you should prepare more melon seeds, fruits, sweets and fruits while serving tea. Before May 31, 215, guests can not be restricted from smoking their own cigarettes on the premise of maintaining good ventilation;

d guests should keep the room well ventilated when smoking, and avoid it when possible. When conditions permit, smoke alarms or similar facilities can be installed indoors.

(4) The plan to create a smoke-free family should continue to be included in the annual assessment, and every day is a smoke-free day when guests are not entertained at home, and the smoke-free standard should be implemented according to Article 2.1.

4. No matter in my hometown or in my room, I must thoroughly clean the guests after smoking, including: cleaning the sanitary corner when the smoke smell is almost inaudible while maintaining forced ventilation, scrubbing the furniture, changing all washable things, washing my hair, or taking a shower and changing clothes.

Article 8 Although the proportion of my exposure to second-hand tobacco smoke in other occasions is relatively low at present, I still need to take effective measures to avoid it, including but not limited to:

1. I should pay attention to avoiding smoking outdoors (that is, people who smoke while walking) and avoid being in the downwind of smokers as I did when I was studying in Yangling, so as to ensure the realization of a smoke-free day that meets the standards of Article 2.1 to the greatest extent.

2. When it is not necessary, it is forbidden to enter indoor public places where smoking is legally prohibited but not effectively implemented, such as Internet cafes, song and dance halls, indoor fitness places, shopping malls, supermarkets, restaurant rooms, stations, bathrooms, etc. If necessary, you can ask the owners or managers of the smoke-free places or other law enforcement officers stipulated by law for help, and ask them to avoid exposure to second-hand smoke, or to Aiwei Office, Chuangwei Office, health administrative supervision department and the world.

3. By means of transportation:

(1) Try to take smokeless vehicles and sit by the openable window as much as possible.

(2) Avoid staying at the joint of the carriage when taking the train. If you smell second-hand smoke or find someone smoking next to you, you should leave your seat and go somewhere else.

(3) During short trips within 1 kilometers, you should try to walk or ride a bike, and pay attention to avoid smoking on the way. .

4. It is forbidden to approach and enter the legal smoking room or smoking area.

Article 9 Industry Information

1. Manage your own blog, Baidu Know and other online accounts that promote smoke-free, and answer all online questions about what kind of cigarettes to smoke, and explain the reasons according to the spirit of the document; In the near future, we should try to separate many articles mixed together in the blog, and one article should be used as a blog; Try editing Baidu entries or Baidu Encyclopedia.

2. Except for the need of family tobacco control, we will no longer collect general information about smoking and health from the Internet in the future, and will pay close attention to when the smoking law is promulgated and the latest development of WHO tobacco control.

Part III Auxiliary measures to reduce the harm of second-hand smoke

Article 1 Exercise in fresh air can reduce the harm of second-hand smoke.

1. When there is no second-hand smoke, you should insist on moderate-load exercise for more than 1 hour every day;

2. When there is secondhand smoke, the amount of exercise should be linked to the amount of smoking:

(1) When the exposure to secondhand smoke does not exceed 2-15 minutes, each cigarette should exercise equivalent to walking for .1 km;

(2) When the time is more than 15 minutes or 2 minutes on special days, each cigarette is .5km, but the cumulative time is not more than 1km;

(3) Every time the exposure time to secondhand smoke is doubled, the amount of exercise should also be doubled, but the daily cumulative amount should not exceed 15 kilometers;

(4) When you are exposed to second-hand smoke, if you don't take or can't take harm reduction measures (such as ventilation), the amount of exercise you perform should be calculated at twice the standard.

Article 11 Drink more water, eat more fruits and vegetables, cook more by yourself, and buy less snacks outside; Work hard, study hard, be diligent in communication, be ready to help others and enjoy life.

final clause of part iv

entry into force, revision and repeal of article 12

these measures shall be implemented as of January 9, 29, and shall be changed more and more strictly in the future until the places mentioned in article 1.2 are completely free of second-hand smoke.
