At the end of 1953, the first generation of entrepreneurs in the Second Prison of Yunnan Province achieved the goal of "one year's harvest, two years' basic self-sufficiency and three years' benefit" put forward by the provincial party committee, provincial government and other superior leaders, and spent the most difficult years in the early days of its establishment.

Lay a solid foundation, innovate means and better perform prison functions. 1On June 26th, 1998, due to the need of detention and reform, the original women's prison area of the Second Prison of Yunnan Province was transformed into the Second Women's Prison of Yunnan Province by the decision of the provincial government, the Provincial Department of Justice and the Prison Administration.

Every year, a series of activities such as "pro-plot", "open day to the outside world" and "commendation meeting for reform activists" are held. On the basis of strengthening cooperation with former government departments, Yunnan Police College, Yunnan Normal University, Provincial Judicial Police Vocational College and other institutions, we have established a research and promotion base for mental health of drug offenders, a research base for criminal education, trial training and reform, a criminal legal aid station and a drug offender reform research society. Under the guidance of this idea, since 2005, prisons have been ahead of the whole province, and even the national prison system has implemented "six innovations" and "seven firsts". That is, to innovate the working modes of "appropriate division of subjects", "improving prisoners' self-reform ability", "evaluation method of prisoners' reform quality" and "educating prisoners in different levels and stages"; Innovate the "police performance appraisal method" and "party building party style and clean government education platform". In 2007, we independently raised funds to build the first "Science and Technology Information Center" in the province. The center has monitoring room, training center, emergency center, information application software development center and other institutions, and has opened the prison internal network and e-mail system, realizing the real-time data exchange between the prison area and the prison building and opening a video conference. The whole prison is equipped with 357 computers, with an ownership rate of more than 35%, which basically realizes the office automation of the prison; Further promote and popularize the use of multimedia technology, and independently develop systems such as information management of prisoners, individual education talks, management of foreign personnel, and monitoring of interview rooms; Initially have the independent innovation ability of software development and application, laying the foundation for industrial development. Nowadays, multimedia technologies such as prisoner database, automated office system, computerized accounting system and electronic slides have been widely used in all aspects of prison work. The second prison area took the lead in realizing digital and information management in the whole system, and the construction of information prison began to take shape. It was listed as a demonstration unit of information construction by the provincial prison administration.

People-oriented, strictly manage the police, and build a standardized and professional team. Since 2000, by firmly establishing the idea of team building as the leading factor, focusing on strengthening ideological and political construction and improving the quality of the team, and taking various educational activities as the carrier, the ruling ability of the prison-level leadership team and the law enforcement management ability of the police team have been further improved, which has effectively promoted the work.

In 2006, the province's prison system took the lead in implementing the accountability system, and timely adjusted and replaced the leading bodies and leaders who failed to achieve their term goals due to subjective reasons, and promptly investigated the responsibilities of police officers who failed to perform their duties. The sense of responsibility and dedication of the leading group and the ability to control the overall situation have been improved.

From 2007 to 2008, the prison invested more than 2 million yuan to organize 150 police officers to study and train in Zhejiang University. At the same time, all police officers have been trained in self-training and other methods. The police's professional consciousness, law enforcement consciousness and responsibility consciousness have been obviously enhanced, and their ideological style, work style and discipline style have been greatly improved. A number of advanced collectives and individuals have emerged who have been commended and rewarded by the state, the Ministry of Justice, the provincial party committee, the provincial government, the provincial judicial department and the provincial prison bureau.

In July, 2007, Yunnan Anti-corruption Warning Education Base was opened in the Second Prison of Yunnan Province.
