Article 2 These Guidelines are applicable to banks that provide inter-bank services for wage payment. Article 3 The term "payroll service" as mentioned in these Guidelines refers to the payroll service that the bank accepts the entrustment of the unit and transfers the wages in batches to the personal bank accounts opened by the employees of the unit in other banks. The remuneration referred to in these Guidelines mainly includes but is not limited to wages, bonuses, performance, allowances and subsidies.

Article 4 Banks are encouraged to provide inter-bank wage payment services, and employees of units shall not be prevented from choosing personal bank accounts opened in other banks as wage accounts in disguise. In the inter-bank payroll business, the personal burden is not increased, and the legitimate rights and interests of individuals are protected. Article 5 Banks are encouraged to use the existing bank accounts of their employees as wage accounts and accept the wages paid by their own units. Employees of this unit shall not be forced to open new personal bank accounts in this unit's bank for reasons such as paying wages, and the opening of personal wage accounts shall not be used as a prerequisite for opening bank accounts in this unit. Article 6 A bank may sign a service agreement with the unit, stipulate specific matters such as the transfer of wages from the account and the charging standard, and clarify the rights and obligations of both parties. Banks are encouraged to reduce or exempt the business expenses of paying wages on behalf of their peers.
