Chapter II Contents of Responsibility

Chapter III Inspection, Evaluation and Supervision

Article 8

Party committees (party groups) should establish an inspection and assessment system for the responsibility system for building a clean and honest government, establish and improve the inspection and assessment mechanism, formulate inspection and assessment standards and index systems, and clarify the contents, methods and procedures of inspection and assessment.

Article 9

Article 10

The inspection and evaluation work is carried out once a year. Article 12

Party committees (leading groups) should establish and improve the application system of inspection and assessment results. The inspection and assessment results serve as an important basis for the overall evaluation of the leading bodies and the assessment, rewards and punishments, selection and appointment of leading cadres.

Article 13

Discipline inspection and supervision organs (institutions), organizations and personnel departments shall assist party committees (party groups) at the same level to inspect and assess the implementation of the responsibility system for building a clean and honest government, or inspect according to their duties.

Article 14

The Standing Committee of the Party Committee should take the implementation of the responsibility system for building a clean and honest government as an important content of reporting to the plenary session of the Party Committee at the same level.

Article 15

Leading cadres' implementation of the responsibility system for building a clean and honest government should be listed as an important part of democratic life meetings and debriefing honesty, and evaluated in their own units and departments.

Article 16

Party committees (party groups) should report to the higher party committees (party groups) and the Commission for Discipline Inspection on the implementation of the responsibility system for building a clean and honest government.

Article 17

Article 18

Chapter IV Accountability

Article 19

Leading bodies and leading cadres who violate or improperly perform their duties as stipulated in Article 7 of these Provisions shall be held accountable under any of the following circumstances:

(a) the leadership of the party's work style and clean government construction is not effective, so that the unhealthy tendencies explicitly prohibited within the scope of duties can not be effectively controlled, resulting in adverse effects;

(two) the matters within the scope of responsibility assigned by the leading organs at higher levels, do not convey and implement, do not arrange the deployment, do not supervise the implementation, or refuse to handle;

(3) Failing to report or investigate serious cases of violation of discipline and law discovered by local authorities, departments and systems;

(four) neglect of supervision and management, resulting in serious violations of discipline and law by members of the leadership team under their jurisdiction or their subordinates;

(five) in violation of the provisions of the selection and appointment of cadres, or the use of oversight, mistakes caused by adverse effects;

(six) laissez-faire, shielding, conniving at subordinates in violation of financial, monetary, taxation, auditing, statistics and other laws and regulations, fraud;

(seven) there are other acts in violation of the responsibility system for building a clean and honest government.

Article 20

The leadership team has the circumstances listed in Article 19 of these Provisions, and if the circumstances are relatively minor, it shall be ordered to make a written inspection; If the circumstances are serious, give informed criticism; If the circumstances are serious, make adjustments.

Article 21

Leading cadres have the circumstances listed in Article 19 of these Provisions, and if the circumstances are relatively minor, they shall be given criticism and education, admonished and talked, and ordered to make a written examination; If the circumstances are serious, give informed criticism; If the circumstances are serious, disciplinary action shall be given, or organizations such as post adjustment, resignation, dismissal and demotion shall be given. Suspected of a crime, transferred to judicial organs for handling according to law.

The above accountability methods can be used separately or in combination.

Article 22

Leading bodies and leading cadres are under the circumstances listed in Article 19 of these Provisions, and in any of the following circumstances, they shall be seriously investigated for responsibility:

(a) to cover up and protect the problems within the scope of duties;

(two) interfere with or obstruct the investigation and handling of accountability.

Twenty-third leading bodies and leading cadres have the circumstances listed in Article 19 of these Provisions, and under any of the following circumstances, they may be given a lighter or mitigated responsibility:

(a) timely and truthfully report the problems within the scope of duties and take the initiative to investigate and correct them, effectively avoiding losses or recovering the impact;

(2) Serious rectification has achieved remarkable results.

Article 24

If the leading bodies and leading cadres violate these provisions and need to find out the facts and investigate the responsibilities, the relevant authorities or departments shall investigate and deal with them according to their duties and powers. If it is necessary to investigate the responsibility of party discipline and political discipline, the discipline inspection and supervision organs shall handle it in accordance with the investigation and handling procedures of party discipline and political discipline cases; If it is necessary to organize the handling, it shall be handled by the organization and personnel department or by the discipline inspection and supervision organ responsible for the investigation in conjunction with the organization and personnel department in accordance with the relevant authority and procedures.

Article 25

In the implementation of accountability, we should seek truth from facts and distinguish between collective responsibility and individual responsibility, main leadership responsibility and important leadership responsibility.

When the collective responsibility is investigated, the main person in charge of the leadership team and the directly responsible members of the leadership team bear the main leadership responsibility, and other members of the team who participate in the decision-making bear the important leadership responsibility. Put forward a clear objection to the wrong decision, and if it is not adopted, it will not assume leadership responsibility.

If the wrong decision is decided or approved by the leading cadres, the individual responsibility of the leading cadres shall be investigated.

Article 26

The implementation of accountability is not exempted from accountability because of the change of leading cadres' jobs or positions. Those who have retired but should be held accountable in accordance with these provisions shall still be held accountable.

Article 27

The leading bodies and cadres who have been held accountable shall cancel the annual assessment and selection of various advanced qualifications.

Leading cadres who have been ordered to resign or be removed from office alone shall not re-assume their leading positions equivalent to their original positions within one year; Those who have been demoted shall not be promoted within two years. At the same time, subject to disciplinary action and organizational treatment, according to the long-term implementation of the impact.

Article 28

Discipline inspection and supervision organs at all levels should strengthen supervision and inspection of the implementation of accountability by lower party committees (party groups) and governments, and promptly urge lower party committees (party groups) and governments to correct problems that should be investigated but not investigated or accountability decisions are not implemented.

Chapter V Supplementary Provisions

Article 29

All provinces, autonomous regions, municipalities directly under the central government, the central and state organs and ministries may formulate implementation measures in accordance with these provisions.

Article 30

The Central Military Commission (CMC) may, in accordance with these provisions, formulate specific provisions in light of the actual situation of the China People's Liberation Army and the Chinese People's Armed Police Force.

Article 31

The Central Commission for Discipline Inspection and the Ministry of Supervision shall be responsible for the interpretation of these Provisions.

Article 32
