The Notice first clarifies that the examination and filing system is the premise for leasing institutions to enter the community to carry out leasing business. According to the business needs, all housing leasing enterprises screen and designate employees who meet the requirements of epidemic prevention and control and have reported to the community, and report their identity information and housing information to the Municipal Housing Construction Committee. The Municipal Commission of Housing and Urban-Rural Development shall verify the registration of housing leasing enterprises, information registration of employees, contract filing and other information, and inform the contact person of the local community neighborhood committee of the verified list of enterprises and personnel and housing information. When the verified employees enter the community for the first time, they should report their enterprises to the community staff and show their ID cards, information cards and other documents. If the community staff confirms that they belong to the list of enterprises and personnel verified by the Municipal Commission of Housing and Urban-Rural Development, and the result of on-site inquiry of "Beijing Health Treasure" is "nothing unusual", the community staff will apply for a temporary pass and incorporate it into the community epidemic prevention and control system.

When handling the pass, the lessee shall show the query results of "Beijing Health Treasure" and "Lease Contract Filing Information" to the community workers. The community staff shall handle the pass for the lessee who has completed the filing of the lease contract and meets the requirements of community prevention and control, and bring the lessee into the community prevention and control system.

The Municipal Commission of Housing and Urban-Rural Development requires that all housing leasing enterprises should effectively strengthen the management of newly-sold rented houses and tenants, strictly implement the requirements for community epidemic prevention and control, and ensure that all tenants are included in the community epidemic prevention and control system through human resources and technical means. For those who do not obey community management, violate laws and regulations, and cause complaints and reports, the municipal and district housing and urban construction (housing management) departments shall strictly investigate and deal with them according to laws and regulations.
