Measures for the Administration of Fire Water Supply Facilities in Qingdao (revised in 1999)

Article 1 In order to strengthen the supervision and management of fire water supply facilities, ensure fire water use and protect the safety of public property and citizens' lives and property, these Measures are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the administrative areas of this Municipality. Article 3 The fire water supply facilities mentioned in these Measures refer to fire hydrants, fire pools, fire water intake docks (wells) and other facilities that provide fire water. Including public fire water supply facilities and internal fire water supply facilities. Fourth public security fire control institutions at all levels are responsible for the supervision and inspection of fire water supply facilities.

The water supply administrative department is responsible for the construction, maintenance and management of public fire water supply facilities.

Units should strengthen the management of internal fire water supply facilities to ensure that fire water supply facilities are in good condition. Fifth city planning management departments, public security fire supervision institutions, water supply administrative departments shall, in accordance with the relevant provisions, formulate plans for fire water supply facilities and incorporate them into the overall planning of urban construction. Sixth new construction, expansion and reconstruction projects, fire water supply facilities should be built in accordance with the relevant provisions. Seventh fire water supply facilities design, must comply with the relevant technical specifications of the state, and by the public security fire supervision institutions audit. The construction unit of fire water supply facilities must be in accordance with the approved design and construction, and shall not be changed without authorization.

Public security fire control institutions shall supervise the design, construction and construction units to implement the relevant provisions on fire control of engineering design and participate in the project completion acceptance. Eighth water supply administrative departments shall, in conjunction with the public security fire supervision institutions, conduct joint inspections of public fire water supply facilities at the beginning of each year to solve existing problems in a timely manner.

The water supply unit shall establish a lump sum patrol inspection system, and timely rectify the public fire water supply facilities that do not meet the requirements.

Public security fire control institutions at all levels shall notify the water supply unit or property right unit in time when inspecting the fire water supply facilities that do not meet the requirements. Relevant departments and units shall make timely rectification. Ninth all units and individuals should take good care of fire water supply facilities, and shall not bury, occupy or damage fire water supply facilities or carry out other acts that hinder the normal use of fire water supply facilities. Article 10 No unit or individual may modify, dismantle or relocate public fire water supply facilities without authorization. If it is really necessary to modify, dismantle or relocate, the relevant units shall solicit the opinions of the water supply units and report to the water supply administrative department and the public security fire control institutions for approval. Eleventh in addition to emergency rescue and disaster relief, no unit or individual may open public fire hydrants and their water supply valves without authorization.

Fire drills and training need to open fire hydrants, and relevant procedures shall be handled at the water supply unit.

Public security fire control institutions shall inform the water supply unit of the time, place and water consumption of fire drill and training every month.

Due to the maintenance of urban water supply pipe network and urban infrastructure construction, resulting in a wide range of pressure reduction and water supply, the water supply unit shall notify the public security fire control institutions in advance. Fire hydrants set in the twelfth unit water meter pool shall be closed by the water supply unit. Except for fire alarm, it shall not be turned on at ordinary times. In case of fire, it should be closed immediately after use, and the water supply unit should be notified to seal it with lead. Thirteenth public fire water supply facilities construction and maintenance funds, included in the local fiscal budget, belonging to the scope of fixed assets investment, included in the local fixed assets investment plan.

The water supply pipe network developed in pieces and invested by units, as well as the construction of public fire water supply facilities, the construction funds shall be borne by the development and investment units, and the maintenance costs shall be paid by the management units.

The relocation of public fire water supply facilities, the cost borne by the units or individuals applying for relocation.

The funds for the construction and maintenance of public fire water supply facilities must be earmarked and shall not be used for other purposes. Fourteenth in violation of the provisions of these measures, should be punished according to law, by the public security fire supervision institutions, water supply administrative departments or water supply management departments in accordance with the provisions of relevant laws and regulations. Fifteenth problems in the specific implementation of these measures shall be interpreted by the Qingdao Municipal Public Security Bureau and the Qingdao Municipal Public Utilities Administration. Article 16 These Measures shall come into force as of the date of promulgation. With the approval of the Municipal People's Government, the Measures for the Administration of Fire Hydrants in Qingdao issued by Qingdao Public Security Bureau and Qingdao Public Utilities Bureau on January 13th, 1981 shall be abolished at the same time.
