The epidemic prevention and control situation is severe and complex. In order to further strengthen medical services during the epidemic and facilitate patients to seek medical treatment in an orderly manner, the relevant matters are hereby announced as follows:
1. For patients from medium- and high-risk areas and the counties where they are located, as well as local containment areas, control areas, For patients with centralized isolation points and "red code" or "yellow code" health codes, designated hospitals have been set up at the city and county levels to treat patients. Among them, the municipal-level designated hospitals are the Affiliated Hospital of North China University of Science and Technology and Kailuan General Hospital. For details of the designated hospitals in each county, please see Appendix 1. Counties should evaluate the identified designated hospitals based on local realities. If they cannot meet the demand for treatment, they should quickly add new ones and announce them to the public in a timely manner.
2. For key groups such as newborns, pregnant women, cancer radiotherapy and chemotherapy, and mental health, the municipal level has designated Tangshan Maternal and Child Health Hospital, Tangshan People's Hospital, and Tangshan Fifth Hospital as designated medical service specialists. The hospital will also bear the responsibility for critically ill patients who need to be transferred to county-level designated hospitals for further diagnosis and treatment. Counties should promptly identify designated support hospitals for medical services for key groups and announce them to the public in a timely manner. Pregnant and postpartum women who are in closed or controlled areas for non-emergency hospital delivery or who receive regular prenatal care will be responsible for standardizing the transfer to designated hospitals, and closed-loop management will be implemented throughout the process. Hemodialysis patients should seek medical treatment at local medical institutions that carry out hemodialysis technology. They should make a telephone appointment for consultation before seeking medical treatment, and carry out nucleic acid testing and screening assessments in advance to achieve "point-to-point" diagnosis and treatment. The list of hemodialysis institutions in the downtown area is shown in Appendix 2. Other counties should promptly publish the list of hemodialysis institutions.
3. To avoid overcrowding of medical resources, patients with common diseases are encouraged to give priority to county-level designated hospitals. County-level designated hospitals insist on not transferring patients unless necessary. Severe patients who really need to be transferred for further diagnosis and treatment will be determined by the municipal expert group through consultation, and the county-level health administration department will arrange dedicated personnel and vehicles to be promptly transferred to municipal-level designated hospitals for diagnosis and treatment. Medical institutions at all levels must strictly implement the first-diagnosis responsibility system, and no unit or individual may use epidemic prevention and control as an excuse to shirk critical patients or delay treatment.
4. Emergency patients, especially pregnant and lying-in women who need medical treatment in labor, emergency delivery or other emergencies, please call the "120" emergency command center, and the "120" emergency command center will promptly dispatch and transfer them to relevant hospitals. Medical institutions provide treatment.
5. Patients are encouraged to make appointments for medical treatment, staggered medical appointments, and strictly implement nosocomial infection prevention and control measures such as pre-examination and triage, wearing masks, temperature measurement and code scanning, and one-meter noodles. Strengthen the closed management of inpatient wards. In principle, "mild cases do not require escorts, severe cases require escorts." Inpatients and attendants must first undergo nucleic acid testing to prevent cross-infection.
