Regulations on Forestry Management in Xinbin Manchu Autonomous County (20 19)

Article 1 In order to strengthen forestry management according to law, protect, cultivate and rationally utilize forest resources, these Regulations are formulated in accordance with the Forest Law of People's Republic of China (PRC) and other relevant laws and regulations, combined with the actual situation of Xinbin Manchu Autonomous County (hereinafter referred to as Autonomous County). Second units and individuals engaged in forest resources protection, cultivation, development and utilization and business activities in autonomous counties must abide by these regulations. Article 3 The competent forestry department of the Autonomous County People's Government shall manage and supervise the protection, cultivation, development and utilization of forest resources in Autonomous County according to law.

Township people's governments are responsible for the forestry work within their respective administrative areas and bear the main responsibility for the protection and management of forest resources.

Township forestry service management institutions shall exercise forestry management functions according to law under the leadership of the township people's government and the guidance of the county-level forestry authorities. Autonomous counties and township people's governments, state-owned forest farms and other resident units shall establish forest fire fighting teams and set up fire prevention facilities in accordance with the regulations.

It is forbidden to hinder or obstruct the elimination and treatment of infected trees. Seventh autonomous counties prohibit the following acts of endangering and destroying forest resources:

(a) peeling live stumps, illegal acquisition of processing fuelwood;

(two) planting, grazing, sericulture, firewood cutting, deer firewood cutting and grave occupation in young forest land, closed hillsides for afforestation and special-purpose forests;

(3) Destroying forests for land reclamation, reclaiming forest land for planting crops and occupying reclaimed forest land for repeatedly planting crops;

(4) Illegal excavation and transplanting of trees. Article 8 Units and individuals that requisition or occupy forest land within the territory of Autonomous County shall pay compensation fees for forest land and trees to the owners of forest land and trees, and pay forest vegetation restoration fees in advance to the competent forestry authorities.

Units and individuals that transfer forest resources shall not change the use of forest land without authorization. Ninth Autonomous County shall implement the supervision system of forest production and operation, conduct exploration and acceptance of forest harvesting approved by design, and supervise and manage the transportation, processing and sales of wood. To transport the timber produced in this county, you should hold a timber transport certificate that records the starting and ending place and route.

It is forbidden to bypass the timber inspection station and pretend to evade inspection through the timber inspection station.

It is forbidden to resell or lend timber transport certificates. Tenth Autonomous County to implement the management system of wood number and seal. Enterprises to buy wood, should be in the purchase of wood within 5 days after the transport documents to the local forestry authorities to declare and on-site inspection, there is a legitimate source of wood without a numbered seal or numbered seal is incomplete should apply for replacement of numbered seal.

It is forbidden to transport, manage and process the timber produced in the Autonomous County without the stamp of timber inspection number.

It is forbidden to forge, manufacture or sell fake wood inspection numbers or use fake wood inspection numbers to print wood; Wood processing plants or transported timber produced in autonomous counties without numbered seals or with fake numbered seals shall be investigated and dealt with according to the timber without legal sources. Eleventh Autonomous County to implement the wood processing registration system. The market supervision and management department shall promptly push the registration information of wood processing enterprises to the competent forestry authorities for registration and filing, and the enterprise operators shall operate legally within the prescribed business scope. Twelfth Autonomous County, the implementation of wood management, processing ledger management system. The timber transport certificate is a valid certificate for timber warehousing registration, which is recorded in the timber processing ledger as the basis for issuing the timber outbound transport certificate.

It is forbidden to use forged, altered or lent timber transport certificates to falsely record timber processing accounts. Thirteenth approved by the provincial people's government, the Autonomous County People's government can set up timber inspection stations on the main roads.

Autonomous county forestry authorities, forest public security departments can carry out mobile inspection of vehicles transporting timber and other forest by-products according to law. The personnel on duty must wear and use the signs and certificates issued by the relevant departments. Fourteenth Autonomous County People's Government shall commend and reward the following units or individuals, and the specific reward standards shall be formulated by the Autonomous County People's Government.
