Food and drug supervision departments at all levels should set up special institutions to accept reports. After receiving the complaint report, the institution shall be under unified management, with a special person in charge, and make a decision on whether to accept it within 5 days. The object of the complaint and the illegal act are clear, and if they are under the jurisdiction of this administrative region, they shall be accepted.

In general, the time limit for all completion is 60 working days. If the situation is complicated, the extension period shall not exceed 30 working days. The producers and operators who receive the consumer's claim for compensation shall implement the responsibility system of first receiving, pay first, and shall not shirk. If the producer is responsible, the operator has the right to recover from the producer after compensation. If it is the producer's responsibility, the producer has the right to recover from the operator after compensation.

In the production of food that does not meet the food safety standards or in the operation of food that is known to fail to meet the food safety standards, consumers can demand compensation of ten times the price or three times the loss from the producers and operators, and 1,000 yuan is less than 1,000 yuan. From the perspective of food hygiene legislation and management, the broad concept of food also involves raw materials for food production, substances and environment contacted by food raw materials in the process of planting and breeding, food additives, all packaging materials and facilities that directly or indirectly contact food, and the environment that affects the original quality of food.
