Call, don't answer, reply to text messages, busy

Call a man, and the man hangs up, and text back saying it's inconvenient and busy. There are two possibilities. First of all, he may be really busy at work. Maybe he was in a meeting or talking to a client when you called. This shows that this man actually cares about you. Secondly, he hung up on you. Maybe he hung up on purpose. In fact, he is not interested in you at all.
