Interim provisions of Guangxi Zhuang Autonomous Region on the entry and exit of personnel in Sino-Vietnamese border areas

Chapter I General Provisions Article 1 In order to maintain social stability and tranquility in the border areas between China and People's Republic of China (PRC), facilitate the production, life and friendly exchanges of people in the border areas between China and Vietnam, and promote the reform, opening up and economic development in the border areas, these Provisions are formulated in accordance with the Law of on the Entry and Exit of Foreigners. The Law on the Administration of Entry and Exit of Citizens of People's Republic of China (PRC) and the Interim Agreement between the Government of People's Republic of China (PRC) and the Government of the Socialist Republic of Viet Nam on Handling Border Affairs between the two countries are combined with the actual situation of the autonomous region. Article 2 These Provisions shall apply to the entry, exit, residence and travel of persons living in the border areas of China and Vietnam from the border areas of this autonomous region. Article 3 When entering, leaving, staying or traveling from the border areas between China and Vietnam in the autonomous region, people in border areas must carry all kinds of valid certificates involved in these Provisions and accept inspection by public security organs. Article 4 The border areas mentioned in these Provisions refer to the administrative divisions of counties (cities) on the side of the Sino-Vietnamese border. Article 5 The personnel in border areas mentioned in these Provisions refer to the residents of the township (town) on one side of the Sino-Vietnamese border, the border trade personnel in the border areas and the border personnel from both sides who are invited to participate in traditional ethnic festivals and networking activities. Article 6 The government of the autonomous region shall protect the legitimate rights and interests of personnel in the border areas of Vietnam within the autonomous region according to law.

China border area personnel must abide by Chinese laws, regulations and rules, respect Chinese customs and habits, and shall not endanger national security, public interests and public order. Chapter II Entry Article 7 Personnel from the border areas of Vietnam are allowed to enter the border areas of this autonomous region to visit relatives and friends, seek medical treatment, engage in legitimate commodity trading, and participate in traditional ethnic festivals and social activities. However, under any of the circumstances listed in Article 7 of the Detailed Rules for the Implementation of the Law of People's Republic of China (PRC) on the Entry and Exit of Foreigners, they are not allowed to enter the country. Article 8 When entering the border areas of the autonomous region, personnel from the border areas of Vietnam must hold an entry-exit permit for the border areas of China and Vietnam issued by the competent authorities of their own country, and enter and exit through the entry-exit ports and passages (including service roads) designated by both sides; People who go to areas outside the border areas of the autonomous region shall apply to the Public Security Bureau of the border counties (cities) of the autonomous region and be allowed to receive the Entry and Exit Permit for Foreigners in People's Republic of China (PRC); If you go to an area where the destination is not open to foreigners, you must also apply for a travel document; Persons going to areas outside the autonomous region must hold valid passports and visas. Article 9 Vietnamese citizens and third-country personnel who are not from the border areas shall enter or pass through the border areas of the autonomous region and go to other areas, and shall enter and exit from the ports designated by the Chinese side with valid passports and visas; Anyone who needs to go to an area closed to foreigners after entry and exit must apply to the county (city) public security bureau for a travel document. Chapter III Residence Article 10 Vietnamese border area personnel who enter the border areas of the autonomous region to visit relatives and friends, seek medical treatment or engage in legitimate commodity transactions, who cannot leave the country on the same day, can stay in the autonomous region after registering their accommodation according to regulations; If you need to stay for more than one month, you must apply to the local county (city) public security bureau for the Temporary Residence Permit for Foreigners in Border Areas of Guangxi Zhuang Autonomous Region within three days after entry.

When applying for a temporary residence permit, you must answer relevant inquiries and go through the following procedures:

Submit a valid entry and exit pass;

(two) to provide proof that the competent authorities in the border areas of the autonomous region corresponding to the temporary residence agree to seek medical treatment and engage in legal commodity trading;

(3) Fill in the application form for temporary residence and submit two recent two-inch bareheaded photos. Eleventh holders of temporary residence permits can only live in the county (city). When you leave the country, you should give your temporary residence permit to the issuing authority. Twelfth temporary residence permits are valid for a maximum of six months. If it is necessary to continue residence after the expiration of the validity period, it shall apply to the original issuing public security organ for extension within three days before the expiration. The temporary residence permit can be extended twice, each time not exceeding three months. Thirteenth Vietnamese border personnel staying in the autonomous region, must fulfill the following accommodation registration procedures:

(1) Persons living in relatives' homes in cities and towns shall, within 24 hours after their arrival, declare to the local police station with the lodger's household registration book, submit the valid documents involved in these Provisions, and fill in the Registration Form for Temporary Accommodation of Foreigners.

(two) in the town hotel, guest house accommodation, fill in the temporary accommodation registration form, the accommodation unit shall report to the local police station within twenty-four hours.

(three) living in the home of relatives in rural areas, within 72 hours after arrival, the lodger or himself shall report to the local police station or the household registration room of the township government and fill in the temporary accommodation registration form.

(4) Accommodation in temporary or mobile accommodation tools (such as tents, booths, construction tents, etc.). Units and individuals who lodge or provide lodging places for lodgers must apply to the public security organs in advance, and can stay only after approval, and go through the accommodation registration formalities according to the provisions of items (1) and (3) of this article;

(five) change the place of accommodation, still according to the above provisions for accommodation registration.
