I. Recruiting unit and quota
This recruitment is internal.

2. Specific conditions
(1) Graduates of ordinary colleges and universities in 2023 should obtain diplomas, degree certificates and other certificates recognized by the state before July 3, 2023 (if the issuance of diplomas is delayed due to special factors such as epidemic situation, the time of issuing diplomas in official website and the school where the students are located shall prevail); Other personnel must obtain and provide graduation certificate, degree certificate, professional title (practice) qualification certificate and other certificates required by post conditions before the qualification examination is completed.
(2) For general posts, the age is required to be 35 years old and below (that is, born on or after March 1987). For posts with special requirements on age, see the post table for details.
(3) For the specific requirements of the recruitment position, see the position table.
The major indicated on the applicant's diploma should be consistent with the major required by the recruiting unit.
The academic degree and professional name contained in the applicant's valid diploma and degree certificate should be consistent with the academic degree and professional requirements of the corresponding post in the post table.
Under any of the following special circumstances, you can apply after passing the examination:
(1) Due to the renaming of the major of the national education administrative department, the name of the major studied by the applicants is different from that of the recruitment major, but they do belong to the same major (the applicants provide their own certification materials);
(2) The majors studied by overseas students during their study abroad are not listed in the catalogue of disciplines promulgated by the national education administrative department, but they are consistent with the learning content (research direction) of the recruitment major (the applicant must provide the consistency certificate issued by the relevant domestic universities or education administrative departments at or above the municipal level);
(3) The name of the major offered by the applicant's college is inconsistent with the name of the discipline and specialty catalogue promulgated by the national education administrative department, but it is clearly the same major as confirmed by the college in writing.

3. Other requirements
Applicants should abide by the relevant avoidance regulations.

This talent introduction adopts two-way selection and direct assessment.
Fourth, the talent introduction procedure
(1) Registration

Applicants are requested to log in to Zhaopin Recruitment Registration Information System (), select relevant positions, fill in and submit Panzhihua City Institutions' Registration Information Form for Talent Introduction in the Spring of 2023 (see Annex 2), and the electronic version (original scanned copy) of graduation certificate, degree certificate, professional title qualification certificate, work experience and other related materials required for registration.
Applicants who are on-the-job staff of government agencies and institutions during the non-probation period or service period shall provide written approval materials issued by their units, competent departments and organizations (people's organizations).
The registration time is from 8: 00 on March 4, 2023 to 8: 00 on March 3, 2023.
(2) Qualification examination (synchronized with registration)

2. Qualification examination runs through the whole recruitment process. In any link of recruitment, if the applicant is found to be unqualified or fraudulent, his qualification for application (employment) will be cancelled at his own risk.
(3) Evaluation
The competent department (employing unit) shall, in accordance with the principle of "fairness and justice, competition for the best", combine the recruitment post conditions and the actual situation of the unit, formulate the assessment work plan, and clarify the assessment method, content, time and place.
The evaluation work plan shall be published in an appropriate way and the qualified personnel shall be informed in time.
All recruiting units shall complete the assessment before April 28, 2023.
1. Application of evaluation results
(1) In principle, the number of applicants and recruits for talent introduction positions shall not be less than 3: 1, and the candidates shall be determined according to the assessment results from high to low. If the last one has two or more people with the same assessment results, the assessment team of the employer will co-ordinate and organize additional tests to determine the candidate to be hired, and the candidate with an assessment result of less than 70 points cannot be determined as the candidate to be hired; There is no competition for talent introduction positions, and the assessment score of the proposed personnel should be no less than 80 points.
(2) If the intended candidate for the talent introduction post gives up automatically, the candidates for the same post will be replenished from high to low according to the assessment results, and the number of replenishment will not exceed 2 times.
2. Disclosure of evaluation results
After the assessment, the competent department (employing unit) shall timely publish the performance ranking of the corresponding post assessors on the website of the government department for 3 days.
(4) Physical examination
Organized by the competent department of the recruiting unit (employing unit) to the secondary and above general hospitals designated by the Organization Department of the Municipal Party Committee and the Municipal Human Resources and Social Security Bureau.
The physical examination shall be carried out according to the Notice on Further Improving the Physical Examination of Civil Servants (Ministry of Human Resources and Social Security Fa [2065438+02] No.65) and the Notice on Revising the General Standard of Civil Servant Examination (Trial) and the Operation Manual of Civil Servant Examination (Trial) (Ministry of Human Resources and Social Security Fa 140).

If the employer or medical examiner has doubts about the results of the medical examination items that have not been re-examined on the same day or on the spot, he may submit a written re-examination request within 7 days from the date of receiving the notice of the medical examination conclusion, and the re-examination will only be conducted once, and only the items that have an impact on the medical examination conclusion will be re-examined. The conclusion of physical examination shall be subject to the re-examination results.

(5) Investigation
Conduct a comprehensive investigation of qualified personnel, including political ideology, moral quality, ability and quality, psychological quality, study and work performance, life style, law-abiding, honesty and self-discipline, social relations, the implementation of dishonesty and whether there are any situations that should be avoided. And verify the authenticity and validity of the personnel files and other materials related to the qualification for the examination, and make a conclusion on whether they are qualified or not.
Those who do not meet the requirements, have poor performance and evaluation, are psychologically extreme and have severe mental illness may be disqualified.
Vacant positions cancelled during the inspection and applicants who have passed the inspection voluntarily give up before publicity will be filled by the competent department (employing unit) in turn among qualified personnel 1 time.
(6) Publicity
Those who pass the examination, physical examination and inspection will be publicized to the public for 7 working days.
After the expiration of the publicity period of the list of persons to be employed, if there is no problem or problem, but it does not affect the employment after investigation, the employment procedures shall be handled; If there is a problem that reflects the fact that it affects employment, it will not be hired; If there is a problem, it is difficult to verify or deny it for a while, and the employment will be suspended until it is verified clearly.
Vacancies arising from the cancellation of employment by public notice or the voluntary abandonment of employment by the persons to be employed during and after the public notice period can be filled in the qualified personnel in turn 1 time.
(7) Employment
1. Those who pass the examination, physical examination, inspection and publicity shall be examined and confirmed by the Organization Department of the Municipal Party Committee and the Municipal Human Resources and Social Security Bureau.
2. Upon examination, it is confirmed that the personnel to be hired shall report to the recruiting unit within the prescribed time limit, and the recruiting unit shall sign the employment contract according to the relevant regulations, and handle the personnel procedures such as recruitment, post employment and salary.
Those who fail to report at the specified time will be disqualified.
Vacancies confirmed by the Organization Department of the Municipal Party Committee and the Municipal Human Resources and Social Security Bureau will not be filled.
3. Employed personnel shall implement probation system according to relevant policies and regulations.
After the probation period expires, those who pass the examination by the recruiting unit will be formally hired; If there are serious violations of law and discipline during the probation period or at the expiration of the probation period, the employment will be cancelled.
4. The staff who recruit talents to enter institutions through assessment shall have a minimum service life of 3 years.
