Meteorological disaster warning signals (hereinafter referred to as warning signals) are released in thirteen categories, namely typhoon, rainstorm, blizzard, cold wave, gale, high temperature, drought, lightning, hail, frost, fog, haze and road icing. According to the severity, urgency and development trend of meteorological disasters, the warning signals are divided into four grades: IV (general), III (heavier), II (severe) and I (particularly serious), which are indicated by blue, yellow, orange and red in turn and marked in Chinese and English. The name, icon, standard and defense measures of the early warning signal are shown in the annex.

Two, the meteorological disaster warning signal is an important reference for the government to start the "Suzhou Meteorological Disaster Emergency Plan" and related emergency plans for public emergencies. Governments at all levels should decide to start corresponding emergency plans according to the development trend and specific conditions of meteorological disasters.

Three, city, county (city, district) two levels of competent meteorological departments responsible for the administrative area of early warning signal release and dissemination management, meteorological offices and stations subordinate to the competent meteorological departments (hereinafter referred to as meteorological offices and stations) responsible for the administrative area of early warning signal release.

City, county (city, district) two radio and television stations (hereinafter referred to as radio and television departments) and telecommunications, mobile, China Unicom and other power communication departments (hereinafter referred to as communication departments) are responsible for the dissemination of early warning signals.

Other units with real-time communication capabilities should actively participate in the dissemination of early warning signals and broadcast early warning signals in strict accordance with regulations.

Education, public security, construction, municipal utilities, housing management, urban management, transportation, water conservancy, agriculture, forestry, health, environmental protection, safety supervision, food, religion, gardens, tourism, land and other administrative departments shall organize the implementation of meteorological disasters and meteorological derivative disasters prevention according to the types, grades and preventive measures of early warning signals.

Four, meteorological disaster warning signals to implement a unified release system. Meteorological offices and stations shall strictly implement the early warning signal release process, establish and improve the early warning signal production, review and release system, carry out the early warning signal release work within their respective administrative areas according to their authority, and timely notify the government and relevant disaster prevention departments. No other organization or individual may issue an early warning signal to the society.

Five, radio and television departments at all levels, communication departments and units involved in the dissemination of early warning signals shall use the early warning signals directly provided by meteorological stations (stations) to broadcast early warning signals in a timely, complete and accurate manner in accordance with the provisions. Shall not change the content of the early warning signal without authorization; Shall not spread false and outdated warning signals; Shall not refuse to spread or interrupt the broadcast of early warning signals at will.

Six, meteorological stations and early warning signal transmission departments and units should establish a fixed, reliable and fast transmission mode. * * * Establish early warning signal transmission mechanism and content review system to ensure timely and accurate dissemination of early warning signals according to specifications.

The specific business rules for the dissemination and broadcasting of early warning signals shall be formulated by the relevant communication departments and units of local meteorological stations and stations, and reported to the competent meteorological departments for the record.

Seven, communication departments and units at all levels after receiving the "meteorological disaster warning signal release or change notice", should be in 15 minutes to broadcast, change and terminate the work. The specific broadcast requirements are as follows:

1, radio station

Broadcast the name, grade and defense measures of early warning signal by oral broadcast (live broadcast). The broadcasting frequency is:

Red warning signal: Not less than three times per hour, not less than two times each time.

Orange warning signal: broadcast not less than twice every hour, not less than twice each time.

Yellow and blue warning signals: broadcast at least once every hour and at least twice each time.

2. TV station

The warning signal icon is hung in a fixed position on the screen continuously, supplemented by mobile subtitles, to broadcast the name, grade and defense measures of the warning signal. The broadcasting frequency is:

Red warning signal: The warning signal icon is hoisted, and the subtitles are moved not less than four times per hour, not less than twice each time.

Orange warning signal: hang the warning signal icon, and move the subtitles at least three times per hour, at least twice each time.

Yellow and blue warning signals: hang the warning signal icon and move the subtitles at least twice every hour.

3. Communication and other information dissemination unit

Use SMS, MMS, voice call, electronic display and other means to broadcast the name, grade and defense measures of early warning signals. Early warning signals should be broadcast, updated and released within the prescribed time limit, and effective measures should be taken to complete the transmission in the shortest time.

Eight, when there are more than two early warning signals need to be broadcast at the same time, communication departments and units at all levels shall broadcast all the names of early warning signals and defense measures, and broadcast them according to the frequency of the highest level of early warning signals.

Nine, governments at all levels should strengthen the early warning signal release and communication infrastructure construction, establish and improve the meteorological disaster early warning signal special release system. In the government, schools, communities and stations, ports, traffic arteries, tourist attractions, important business districts and other crowded public places, set up electronic display devices for meteorological disaster early warning signals or make full use of various communication facilities to spread early warning signals.

Ten, news propaganda, radio and television, education, meteorology and other departments should strengthen the propaganda of meteorological disaster warning signals and their meanings, related defense measures, popularize the knowledge of meteorological disaster prevention and mitigation, and enhance the public's awareness of meteorological disasters.

Twelve, the implementation opinions shall come into force as of September 5, 2007.
