Top Ten Outstanding Youth Selection Scheme

In order to fully implement the spirit of the Fifth Plenary Session of the First Session of the Municipal Party Committee, closely focus on the development strategy of "synchronization of the four modernizations and revitalization of one industry" of the municipal party Committee and the municipal government, cultivate and establish a typical young talent who serves the economic and social development of our city, guide the vast number of young people to make contributions in the great practice of comprehensively deepening reform, and gather strong spiritual strength and create a good social atmosphere for our city to achieve leapfrog development and build a well-off society in an all-round way. With the consent of the Municipal Party Committee, the Propaganda Department of the Municipal Party Committee, the Municipal Civilization Office and the Tongren Municipal Committee of the Communist Youth League decided to jointly launch the first "Top Ten Outstanding Youth in tongren city" selection activity. This selection scheme is specially formulated.

First, the purpose of choice

In order to commend and publicize outstanding youth models who have made outstanding achievements and contributions in the economic and social construction of our city, shape a new image of our city's youth and promote a large number of young talents to stand out. Encourage, educate and guide the vast number of young people in the city to further emancipate their minds, blaze new trails, work hard and take responsibility bravely, and make contributions to the grand cause of building a beautiful and happy new Tongren.

Second, the participating conditions

(1) As of May 3 1, 20 14, 18 to 40 years old (i.e. 3 1,1March 974 to 3 1 March 0996)

The Organizing Committee has an office under the Communist Youth League Committee, with Comrade Yang Yun as the director of the office, responsible for the implementation of the selection activities, and three comrades, Tian Bo, Yang Xiubin and Yang Xu, are responsible for the specific office work.

(3) Selection and Approval Committee

Responsible for the comprehensive selection and validation of outstanding young people recommended by various localities and departments, resulting in the first "Top Ten Outstanding Young People in tongren city". The Selection and Accreditation Committee consists of responsible comrades of the Organizing Committee and relevant departments, some deputies to the National People's Congress, CPPCC members, youth league members and experts and scholars in related fields.

Fourth, the selection methods and steps

(1) Candidates to be recommended (from now until May 27th)

Candidates can be recommended by organizations or individuals. All localities and departments should, on the basis of full publicity, have a deep understanding of outstanding young people from all walks of life and carefully organize and promote them. Outstanding young people who personally recommend themselves for election should be treated equally, encouraged, included in local and departmental research and reported. Each district (county) can recommend 2-3 outstanding young people to stand for election, and units directly under the municipal government, military divisions, armed police, fire control and central and provincial units in copper can recommend 1 outstanding young people to stand for election. In principle, each district (county) cannot be in the same sector when recommending candidates. All districts (counties) shall be reported by the Communist Youth League Committee, and relevant units directly under the municipal government shall be reported by the Communist Youth League Committee.

(two) to determine the official candidates (May 28th to May 30th)

According to the selection criteria and the main deeds of the candidates, the Office of the Organizing Committee preliminarily screened and verified the candidates, and determined 30 recommended candidates to be submitted to the Organizing Committee for approval. The organizing committee evaluated 30 candidates to be recommended, and made a comprehensive evaluation according to the selection criteria and the main deeds of the candidates to be recommended, and determined 20 official candidates.

(3) Public announcement (May 3 1 June 6)

Through newspapers, TV stations, websites and other media, the main deeds of 20 official candidates were announced to the public, and opinions from all walks of life were widely solicited. If there is any objection, the organizing committee office will cooperate with relevant departments to investigate and verify, and the organizing committee will disqualify the candidates who have problems after verification.

(four) voting method (June 7th to June 27th)

The voting scoring system is 100, and comprehensive scoring is carried out according to the ways of judges voting 70%, online voting 15% and SMS voting 15%. The candidate's final comprehensive score = the judge's voting score+the online voting score and the SMS voting score, with two decimal places reserved.

1, the judges voted. The organizing committee informed all the judges about the basic information, main deeds and investigation of 20 official candidates, and the judges voted on the official candidates by secret ballot. The voting score of the candidate judges = the number of votes obtained by themselves ÷ the highest number of votes on the spot ×70 points, with two decimal places reserved.

2. Online voting. Set up a special page of the first "Top Ten Outstanding Youth in tongren city" selection activity on Tongren website, announce the main deeds of 20 official candidates, and mobilize people from all walks of life to vote for official candidates through Tongren website. The candidate's online voting score = the number of votes obtained by himself ÷ the number of votes obtained by the highest network × 15, with two decimal places reserved.

3. SMS voting. We will set up a special voting platform through China Mobile, China Unicom and Telecom Company, and set up SMS voting codes for 20 official candidates (which will be set up and announced online at that time) to mobilize people from all walks of life to vote for official candidates through SMS. Candidate's SMS voting score = the number of votes obtained by himself ÷ the highest number of votes obtained by SMS × 15, with two decimal places reserved.

(5) Comprehensive evaluation (June 28th to July 4th)

According to the final comprehensive scores of the official candidates, the list of candidates to be awarded to the first "Top Ten Outstanding Youth in tongren city" will be preliminarily determined after being reported to the Organizing Committee for review according to procedures. The selection process and results were publicized through mainstream media such as Tongren Daily, Tongren TV Station and Tongren website. After the expiration of the publicity period, if there is no objection, the list of the first "Top Ten Outstanding Youth in tongren city" will be reviewed and determined according to the procedures, and announced to the public at the same time. The rest will be awarded the nomination prize of the first "Top Ten Outstanding Youth in tongren city".

(six) named in recognition (early July)

The first naming commendation meeting of "Top Ten Outstanding Youth in tongren city" was held, and trophies and honorary certificates were awarded to outstanding young people who won honorary titles.

(a) since the receipt of this notice, all localities and departments should do a good job in propaganda and mobilization, guide the broad masses of young people and the whole society to actively participate in, care for and support the selection activities, and form a good publicity situation and public opinion atmosphere.

(2) Before determining the candidates for promotion, all localities and departments should conduct in-depth investigation and understanding. On the basis of fully grasping the deeds of the candidates, combined with other selection activities that have been carried out, we should pay attention to considering the candidates who work at the grassroots level and are active in the front line of reform, and promote young people on the basis of merit.

(3) materials that candidates need to submit

1. Candidates are required to fill in the registration form, write a 500-word profile and 2,000-word story materials, print them on A4 paper, and sign their own names. Audit and seal by the county-level (or above) competent department or relevant department of the industry where the work unit is stamped. If there is no work unit, it can be audited and sealed in the village (neighborhood), township and office where the household registration is located, and reported after being audited and sealed by the county-level (or above) Youth League Committee.

2, all regions and departments should organize personnel to investigate the candidates, listen to the opinions of the candidate's work unit and the higher authorities. After the inspection, an inspection opinion of not less than 600 words will be formed. Comments include: inspection process, assessment content, recommendation reasons, and stamped with the official seal of the county-level (or above) Youth League Committee. It is also necessary to provide written opinions from the public security and family planning departments. Candidates from enterprise departments should also attach written opinions from tax departments, and candidates from government agencies and institutions should also attach written opinions from organizations, personnel and discipline inspection departments.

3. Candidates are required to provide copies of their ID cards and major award certificates, and three recent two-inch color photos. If the candidate is an enterprise operator, a copy of the business license (copy) of the enterprise as a legal person and a certificate of enterprise profit and tax indicators issued by the tax department are required. Sponsor social welfare undertakings, need to provide written proof.

4. The above materials shall be printed on A4 paper in triplicate, which shall be summarized and reported by the district (county) Youth League Committee and reported by the municipal units. All the above materials include electronic version.

(4) All localities and departments should report all the tweets and written certificates of various inspections of candidates to the Office of the Organizing Committee before May 27, and will not accept them after the deadline.
