According to the "Description of the Practice Qualification Registration Center of the Ministry of Housing and Urban-Rural Development on Providing Services Related to the 2022 Qualification Examination for Secondary Constructors", the relevant matters of the 2022 Qualification Examination for Secondary Constructors in our province are hereby notified as follows:

I. Examination organization and management

The Talent Development Bureau of the Provincial Party Committee and the Provincial Department of Housing and Urban-Rural Development guide and supervise the qualification examination of the second-level construction engineer in our province; The Provincial Department of Housing and Urban-Rural Development is responsible for the registration, qualification examination and marking of candidates; The Provincial Human Resources Development Bureau is responsible for the examination of the qualification examination for two-level construction engineers; The Talent Development Bureau of the Provincial Party Committee shall, jointly with the Provincial Department of Housing and Urban-Rural Development, determine the qualification standards for the second-level constructor qualification examination, announce the examination results and issue certificates.

Second, the examination time and examination settings

Examination time: June 2022 1 1 to 12 (2 days). Construction engineering laws and regulations and related knowledge (closed-book examination, examination time 1.5 hours); Construction management of building engineering (closed-book examination, the examination time is 2.5 hours); Professional engineering management and practice (closed examination, examination time 2.5 hours). Examination setting: the qualification examination for the second-level constructor is divided into comprehensive subjects and professional subjects, and the comprehensive subjects are divided into two subjects: construction management, construction laws and regulations and related knowledge. Professional engineering management and practice 1 subject. Professional subjects are divided into six professional categories: construction engineering, highway engineering, water conservancy and hydropower engineering, mining engineering, municipal public works and electromechanical engineering. Candidates can choose one according to the actual work needs when registering. "Construction Management of Building Engineering" and "Regulations and Related Knowledge of Building Engineering" are unified examination subjects for all professional candidates, both of which are objective questions, and they are answered on the answer sheet with 2B pencil; Professional subjects include subjective questions and objective questions. The objective questions are answered on the answer sheet with 2B pencil, and the subjective questions are answered on the answer sheet with black ink pen.

Third, the registration conditions

(1) General registration conditions:

1. Anyone who abides by the Constitution, laws and regulations of People's Republic of China (PRC), has good professional quality and moral conduct, has a household registration or work place in Hainan (see Annex 6 for details), has a technical secondary school degree or above in engineering or engineering economics (see Annex 2 for details), and has been engaged in the construction management of construction projects for two years (see Annex 5 for details) can sign up for the qualification examination of second-level builders in our province.

2. The personnel of the central and the State Council departments in Qionglai and the central management enterprises shall sign up for the examination according to the principle of territoriality.

3. Hong Kong, Macao and Taiwan and overseas personnel can sign up for the two-level professional and technical qualification examination for construction engineers. Hong Kong, Macao, Taiwan and overseas people who hold graduation certificates from mainland institutions of higher learning can fill in relevant information directly; Holders of graduation certificates or degree certificates from Hongkong, Macau, Taiwan Province Province or foreign institutions of higher learning must be certified by the Study Abroad Service Center of the Ministry of Education. Hong Kong, Macao and Taiwan and foreign residents who meet the registration requirements shall register according to the principle of convenience nearby.

(II) Registration conditions for exemption from examination: Candidates registered in Hainan Province or working in Hainan who meet one of the following conditions may take the second-level constructor qualification examination instead of taking relevant subject examinations:

1. Those who have obtained the qualification certificate of the second-level project manager of the construction enterprise or the temporary practice certificate of the second-level constructor, have intermediate or above technical titles or have been engaged in the construction management of construction projects for 15 years may be exempted from the examination of the subject of construction management of construction projects 1.

2. Those who have obtained the first-level project manager qualification certificate of construction enterprises, have intermediate or above technical titles, or have been engaged in the construction management of construction projects for 15 years can be exempted from the two subjects of "Construction Management of Construction Projects" and "Regulations and Related Knowledge of Construction Projects".

3. Those who have obtained the qualification certificate of the second-level constructor and then apply for the professional qualification of the second-level constructor of other majors may be exempted from the two subjects of "Construction Management of Building Engineering" and "Construction Engineering Regulations and Related Knowledge".

If you apply for exemption from some subjects, you should provide the corresponding certification materials when you register.

Fourth, the management of test scores.

The second-level constructor qualification examination is a rolling management method with a cycle of two years. Those who take all three exams must pass all subjects in two consecutive exam years; Personnel who are exempt from some subjects must pass the examination subjects within an examination year before they can obtain the qualification certificate of the second-level constructor.

1. Register online. Candidates who meet the registration requirements log in to the Hainan Provincial Department of Housing and Urban-Rural Development (/), click "Professional and Technical Personnel" → Vocational Qualification Examination → Secondary Construction Engineer Examination Registration System, and enter personal registration information. Candidates should fill in the information truthfully, carefully proofread the registration information and data, and confirm whether the upload file is successful and the picture is clear. Please verify and proofread the registration information before submitting. Once the online payment is successful, the application information cannot be modified, revoked, returned or deleted.

Remarks: Candidates' registration certification materials were uploaded successfully and clearly and completely. In particular, some candidates with unclear professional direction can upload junior (intermediate) technical titles, site eight-member certificates or other valid professional certificates.

2. Pay online. The deadline for online payment is March 3 1 day at 24: 00. Candidates must log on to the exam registration platform again after the online payment operation is completed. If the "Payment Status" shows "Payment Successful", the registration is successful. Candidates must pay online within the specified time. Candidates who fail to pay within the specified time are deemed to have given up the exam automatically. When paying online, candidates must check their names, ID numbers, subjects and other information before confirming the operation. Please don't pay again. After successful payment, the paid fees will not be refunded due to non-policy factors. (Online payment only supports WeChat and Alipay)

According to Hainan Provincial Price Bureau? The Notice of Hainan Provincial Department of Finance on Re-approving the charging standard for the qualification examination of Grade II constructor (Qiong Jia Guan Fei [2065438+06] No.28) approved the charging standard. 3. Invoice printing. Successful candidates will receive SMS notification of electronic invoice on their mobile phones. Candidates are requested to print electronic invoices in time without providing paper invoices.

4. Print the admission ticket. Printing time of admission ticket: June 1 to June/10 24:00 at 24: 00. Candidates are requested to log in to the "Admission Ticket Printing" entrance of the "Secondary Construction Engineer Examination Registration System" and print the admission ticket themselves. If they don't print after the deadline, the system will shut down automatically. Please take good care of the admission ticket. If the admission ticket is lost or damaged due to improper storage during the examination, the candidates shall bear the corresponding consequences themselves. If the candidate's admission ticket is lost or damaged due to force majeure, you should contact the competent department of the industry in time.

Intransitive verb qualification examination and result inquiry

(1) Qualification examination. Qualification examination runs through the whole process of examination. Qualification examiners conduct qualification examination according to the relevant information provided by candidates and the certification materials uploaded through the registration platform, and candidates do not need to bring relevant certification materials to the site for qualification examination. In the process of examination, the qualification examination department may require the candidates who have doubts or fail the qualification examination to submit relevant materials. Candidates must bring the required materials within the specified time and accept manual verification in the specified way. If manual verification is not carried out as required, the examination qualification will be cancelled or invalid examination results will be given.

Candidates who provide false certificates or obtain examination qualifications by other improper means, as well as candidates who do not strictly abide by the registration conditions or assist others to obtain examination qualifications by improper means, will be strictly in accordance with the Provisions on Handling Violations of Discipline in the Qualification Examination for Professional and Technical Personnel (Order No.3 1 of Ministry of Human Resources and Social Security). Those suspected of committing a crime shall be transferred to judicial organs for handling.

(2) Results query and review. After the results of the second-level constructor qualification examination are announced, candidates can log in to the "Query Results" entrance of the "Second-level constructor examination registration system" to query the examination results. Candidates who have objections to the results can apply for a review of the results. The subjective subject applies to the Housing and Urban-Rural Development Department of Hainan Province for personal performance review. Objective subjects only apply for reexamination of abnormal results such as absence of exams, violation of discipline, zero score and invalidity. In other cases, the application for grade review will not be accepted.

Seven, candidates notice

(a) candidates must take the examination with the admission ticket, valid ID card (social security card) and the examination equipment allowed in the admission ticket, otherwise they may not enter the examination room to take the examination.

(2) The stationery that candidates carry during the exam is limited to black ink pens, 2b pencils, erasers, rulers and calculators without text function. Draft paper is put in the examination room for the examiner to use and recovered after the examination.

(3) Candidates should carefully check and fill in the information during the examination, protect their answer sheets and answer sheets (paper), prevent being copied by others, and establish a sense of self-protection and integrity reference. When marking papers, the candidates' answers will be analyzed for similarity. If the answers are similar, the exam results are invalid.

(four) during the examination, candidates should consciously maintain the order of the examination room, obey the management of the staff and abide by the discipline of the examination room.
