When two cold-faced, tall and burly "Dayar Mongols" appeared in the hotel, the air froze. Both of them are in their early thirties and their height is above 180CM. Dayal: Dayal was founded 13 years ago, and it is a legal non-governmental organization established according to Mongolian laws. At that time, the board of directors had five members, and there were nine assistants under five. Since then, Dayal has never stopped and has continued.
Until today, 14 people have not changed. The difference is that there is now a special foreign exchange department. Communication with the outside world is more open. As for the specific number of members and supporters, it is a secret that has never been made public.
Phoenix Weekly: What is the communication between Dayal and other similar Mongolian organizations?
Dayal: Many members of Mongolian organizations with similar goals are from Dayal, and they have always had relations and exchanges. We always consult with each other, just like different departments in a country. Dayal is one of the leaders. There is no difference in views between us, and the purpose is the same, just doing things in different fields.
Phoenix Weekly: What kind of idea made you set up such an organization 13 years ago?

Daiyar: Daiyar has appeared many times. Every time the situation is different, he will take a closer look before dealing with it. The first is to use legal means or issue a written notice. If this method is not respected, we will take other measures to solve the problem. But we will not use violence, we will use legal means.
Phoenix Weekly: What are the main illegal acts of foreigners in Mongolia?
Dayal: First of all, when foreigners come to Mongolia, Mongolians will treat them as guests. But foreigners are guests, not hosts, so some things can be done and some things can't be done. For example, some China people open restaurants in Mongolia, which is unfriendly to Mongolians. They are not qualified to force the Mongols to eat, otherwise they will ask you to leave. It is understood that the catering industry and the construction industry are almost illegal as long as their bosses are from China. As guests, they should respect Mongolian customs, police and laws. For example, when you come to work in Mongolia, you must first sign a labor contract and abide by it. If the contract conflicts with Mongolian law, it should be implemented according to the law, but many China bosses and migrant workers do not abide by it.
Phoenix Weekly: What are the educational level, knowledge structure and social status of Dayal's board members? Is there anyone studying law?
Dayal: 14 people, 3 people are public and can communicate with the outside world, while others are private. Some members study law, because of their existence, we will exist.
Phoenix Weekly: Are there any differences in views among 14 people? For example, are there differences in moderate and radical attitudes towards China people, and are there differences in attitudes towards violence?

Dayal: Since 13, we have never done anything to the Mongolian government. If we didn't agree with what the government did, we wouldn't do it now.
Phoenix Weekly: Dayal chose the Nazi symbol as his own symbol. Have you ever thought that this symbol will affect the image of arriving in Yard and even Mongolia?

Dayal: Since 2000, there have been three similar cases. All the people in China work near the university. Another case is that in a brick factory run by China people, a female college student was raped and killed and burned in the stove. There are also some cases where no suspects can be found. But China people don't abide by it. Six years ago, almost all hotels in China used Chinese signboards. We reminded them that there was such a legal provision, but after a while, we found that almost no one listened to our reminder. Dayal can only cooperate with the police to remove their signboards, which is legal. Many people will accept our request now.
Phoenix Weekly: Have you ever been to China? Have you ever met someone from China who has a crush on you?
Dayal: There are many good scenic spots in Mongolia. According to tradition, if you have not traveled all over Mongolia, you will not go abroad. So we haven't been to China. One of us has never met a good China, and the other has met one or two good China people. Now it seems that most Mongolians will not have a good impression on China people.
Phoenix Weekly: Have you tried to influence the government, such as writing a report to the government? Has the government talked to Dayal?
Dayal (after some discussion): This question is not answered. But we have proposed to regulate the behavior of foreigners. Take the law as an example. Mongolia has a law stipulating the ratio of workers in the construction industry, which requires the ratio of domestic workers to foreign workers to be 9: 1, but it has not been realized (foreigners have not done it). We have been working hard for this.
Phoenix Weekly: After investing in Mongolia, many foreign companies found that there were too few Mongolian workers and their skills could not meet the requirements, so they discussed with the Mongolian government to recruit more foreign workers. Has Dayal considered this problem and how to solve it?
Dayal: We think that foreign companies come to Mongolia to provide few employment opportunities for Mongolians, and Mongolians can usually only do the worst jobs. Some foreigners come to work in the name of technicians, but they are not skilled.
Take Chinese enterprises as an example, it seems that there are no Chinese enterprises to cultivate Mongolian talents and improve their technical and cultural level, and no one is doing sustainable development. For example, according to Mongolian law, mining in Mongolia will not restore the environment. There are many brick factories around Ulaanbaatar. According to Mongolian law, brick factories and steel mills should not be built near cities. The government specially arranged places far away from the city, but China people didn't want to go, so they had to stay on the edge of the city. Two or three years ago, we found several illegal steel mills and closed them with the police.
Phoenix Weekly: In your opinion, is the phenomenon of China people breaking the law decreasing or increasing?
Dayal: In the last five years, China people have violated the law more and more, which has a greater negative impact on the whole society. In the past, we wrote to remind people that some people would not accept or answer, but some people would. Now someone is going to fight with the police. The police asked them that dozens of people wanted to beat the police.
The location of the Mongolian Technical Supervision Bureau building where the recent conflict occurred. On the first day, the workers beat the security guards at the nearby construction site. The next day, the security guard went to the police and the workers hit two policemen. On the third day, the policeman who was beaten found a higher rank, and several policemen drove in. The workers not only hit the police, but also smashed the police car.
After this incident, four or five people from organizations similar to ours went there to observe. The workers hit them again. Because of this incident, many ordinary Mongolians have a bad impression of China, and some young people start fighting when they see China people in the street.
The two policemen who were beaten are now being treated in South Korea, and members of the organization are also being treated in the hospital. One of them may lose the ability to work.
Phoenix Weekly: Do you have anything to do with the online video of Mongolian women having their hair shaved because of having sex with foreign men?
Dayal: We are not opposed to the normal communication between Mongolian women and foreigners, but we are opposed to the chaotic relationship between prostitutes and foreigners. Shaving your hair has something to do with us, but we can't name the person who shaved it. We won't shave off this woman's hair just because she had sex with a foreigner for the first time, but because it has happened many times in a row.
Phoenix Weekly: Your clothes are very distinctive. We want to take your picture. Is it okay?
Dayal: No.

Dayal: We believe that the Embassy of China in Mongolia should do its job well and have the responsibility and obligation to introduce the simplest Mongolian laws to those who have been working, investing and opening hotels in Mongolia, and clearly tell them what they can and cannot do. But they didn't do so well, which made Mongolians dislike China people.

This kind of writing is widely used in ethnic groups and religions in Asia and Europe, representing a sacred force.
