Main characteristics of rural e-government construction

Rural informatization level is low, network infrastructure is poor, investment is low, and rural residents are geographically dispersed. Rural residents pay more attention to the information and administrative examination and approval needs of agricultural students related to production and life, which is implemented in stages, with a long time span and a long construction period. E-commerce is the main way to promote e-government, and finally realize "separation of politics and business".

The overall experience of foreign rural e-government construction: the e-government construction in the United States and Canada started synchronously with China, and the technical level of hardware facilities is similar, but the management maturity of the United States and Canada has developed rapidly in the world and is in a leading position. The United States Department of Agriculture defines the development and maturity of departmental e-government as five stages: primary technology application, automation technology promotion, integrated control, information technology management, information enjoyment and organizational maturity. Obviously, the first three stages are the business process of the organization, that is, using computer software and hardware technology and technology to improve the efficiency of the department, mainly the attribution of attribute technology. The latter two stages are the organizational management stage, mainly the ownership of organizational structure change management and information technology efficiency. In the early stage of rural e-government construction in the United States and Canada, there were problems such as "information island", repeated construction and waste of funds.
