From the perspective of the government, how to do a good job in management innovation?

(A) to promote the reform and innovation of social management system

To strengthen the government's social management, we must implement Scientific Outlook on Development, promote the reform and innovation of social management system, improve the social management system, cultivate civil society, integrate social management resources, and establish and improve the social management pattern of party Committee leadership, government responsibility, social coordination and public participation. It is necessary to clearly define the government's social management function, correctly handle the relationship between government social management and social self-management, and thoroughly reform China's traditional social management model. The government's social management function is mainly the macro-management of society, including planning the direction of social development, coordinating social interests, promoting the healthy development of social organizations, and maintaining social equity. While clarifying the government's social management functions, we should clearly define the functions, management levels and management scope of various social management departments within the government system, and establish and improve the social management and service system. In the reform goal and direction set by the central government, the social management department of the government needs to take building a public service-oriented government as the basic goal and improving the basic public service level as the task to determine the management authority, rather than going it alone.

(B) to build a complete social policy system

Social policy refers to a series of codes of conduct, measures and institutional arrangements based on justice, centering on solving social problems, aiming at improving the overall welfare of society, and taking national legislation and administrative intervention as means. There are positive and negative social policies. For example, the urban minimum living security system is a negative social policy, and employment training is a positive social policy. Our government should adopt positive employment policy, anti-poverty policy, social capital policy, public participation policy and social autonomy policy, and combine them with negative social policies such as social security policy and poverty alleviation policy. It is necessary to formulate policies to tilt public finance towards social undertakings such as science and technology, education, health and ecology, increase investment in social undertakings, and change the current pattern of government investment focusing on economic construction and neglecting social undertakings.

(3) Establish and improve the mediation mechanism of social contradictions.

With China's reform and development entering a critical period, China's various interest relations are becoming increasingly complex, showing the characteristics of frequent social contradictions. In order to maintain social stability and promote social harmonious development, the government should comprehensively use legal, administrative and economic means to timely and steadily resolve contradictions and disputes, and establish and improve the contradiction mediation mechanism of administrative mediation, judicial mediation, people's mediation and mass self-discipline. Actively regulate and guide the masses to express their interests in a rational and legal form and resolve conflicts of interest. We should actively prevent and properly handle mass incidents, adhere to the law and policies, and safeguard the legitimate rights and interests of the masses and social stability and unity in accordance with the law. In view of the problems that are easy to cause people's dissatisfaction and social instability, such as land acquisition, demolition and old city reconstruction, we should establish corresponding economic compensation system and long-term operation mechanism, properly handle the relationship between safeguarding the overall development and protecting the rights and interests of the people, and pay attention to protecting both the current interests and the long-term interests of the people.

(D) to promote the development of "multi-center" social governance

It has become a basic trend of the development and change of contemporary social management to establish an equal partnership between the government and society and improve social autonomy and self-service ability. Under the condition of socialist market economy, some social management affairs that were originally undertaken by the government must be separated from government functions and undertaken by various social organizations. The government should vigorously cultivate and develop social intermediary organizations, improve urban and rural grassroots autonomous organizations, actively expand the channels for citizens to participate in social governance, and promote the development of "multi-center" social governance. In the role orientation of social management, the government should change its concept, build a government with the spirit of public service, change the government from a controller to a server, promote the transformation of the government and build a service-oriented government.
