According to the reminder of "double reinforcement" issued by Zhengzhou for people who come (return) to Zhengzhou after the holiday, if they fail to fulfill their personal protection responsibilities within the specified time, Zhengzhou health code will be given a "red code", and those who are "red code" should immediately contact their communities, report the status of health code and the contents of reminder messages, and implement relevant control measures according to community requirements. Avoid taking public transport, attending assembly activities and going to crowded places until personal risks are alleviated.

According to Zhengzhou No.39 Document, those who come to (return to) Zhengzhou to report voluntarily according to the regulations need to be centralized and isolated, and are free of charge; Those who fail to report voluntarily as required, if centralized isolation is needed, the expenses such as accommodation and nucleic acid detection shall be borne by themselves. Those who do not voluntarily declare, deliberately conceal information, and fail to implement epidemic prevention and control measures as required, resulting in the spread of the epidemic and endangering public safety, will be investigated for legal responsibility according to the Law on the Prevention and Control of Infectious Diseases, the Law on Public Security Administration Punishment and other relevant laws and regulations.

What happens if you don't fulfill your reporting responsibility? Party member, a leading cadre, shall be given disciplinary action by the Municipal Commission for Discipline Inspection;

Belong to public officials, given administrative sanctions by the Municipal Commission for Discipline Inspection, and the main person in charge of the unit to give an interview;

For those who return to the middle-high risk area without taking the initiative to report, the transportation expenses shall be borne by themselves, and the expenses during the centralized isolation period shall be borne by themselves (including accommodation fees, testing fees, meals, etc. );

Public officials who provide false filing information and evade their work responsibilities will be seriously investigated for responsibility.

As mentioned above, those who return to Zheng and fail to report will be severely punished. It is suggested that you must report in advance when you come back from other places, and you should not be cautious, otherwise you will be punished by law.

Legal basis:; Article 30 of the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases, when disease prevention and control institutions, medical institutions, blood collection and blood supply institutions and their staff discover the epidemic situation of infectious diseases or other outbreaks, epidemics and sudden infectious diseases with unknown causes as stipulated in this Law, they shall follow the principle of territorial management of epidemic situation reporting and report according to the contents, procedures, methods and time limits as stipulated by the health administrative department of the State Council or the State Council. When military medical institutions provide medical services to the public, they shall report the epidemic situation of infectious diseases specified in the preceding paragraph in accordance with the provisions of the administrative department of health of the State Council.
