In order to thoroughly implement the national, provincial and municipal decision-making arrangements on epidemic prevention and control, support real estate enterprises to actively respond to the impact of the epidemic, and prevent real estate development enterprises and construction enterprises from blindly "grabbing the construction period" due to the impact of the epidemic, causing secondary problems such as safety production and project quality, with the consent of the municipal government, relevant matters are hereby notified as follows:
1. For the real estate projects that have sold land before June 24, 2020 and have entered the substantive construction stage, the original image progress requirements are adjusted to be calculated according to the investment amount when applying for pre-sale, and the investment amount is more than 25% when applying for pre-sale (the enterprises with real estate credit rating of "D" are implemented according to the original standard). Among them, for the project whose land transaction price exceeds the market guidance price and needs to be pre-sold (sold) after the project structure is capped or completed and accepted, the time node for applying for pre-sale can be appropriately advanced.
