Onstar's plan began in 1995, when General Motors (GM), Electronic Data System (EDS) and Hughes Electronics Corporation developed Onstar system by applying the technology and experience of their respective professional fields. At that time, OnStar was based on the American analog mobile signal network.

Wagner, then the global CEO of GM, demonstrated the interactive information system at 1996 Chicago Auto Show, and launched three Cadillac models equipped with OnStar system in 1996+065438+ 10. Later, because the Federal Communications Commission (FCC) stopped using analog mobile technology in 2008 and fully enabled digital mobile communication technology, GM stopped using the OnStar network based on analog signals at the end of 2007, and notified its more than 500,000 users to upgrade its original receiving equipment as early as April 2006.
